Chief
Administrative Officer Sam Mousa gave an update on the Hurricane Irma debris
removal progress. He reported that to date the contractor has been averaging
130 truckloads per day for the first 22 days of collection. The estimate for
completion of the first pass is 45 days. 2,861 miles of roadways (73%) have had
their first pass completed. The 895,000 cubic yards of yard waste collected in
the first 22 days already exceeds the 808,000 total cubic yards collected after
Hurricane Matthew. The second collection pass will not take place until the
entire county has been serviced for the first time. Mr. Mousa said that debris
on state roads is the responsibility of the FDOT and that agency has been
notified of their responsibility to remove that material. He said that the
City’s contractor will only collect debris from roads, not driveways or parking
lots, so entities like business parks need to bring their debris out to the
nearest road for collection.
In
response to a question from Council Member Boyer, Mr. Mousa reported that the
Emergency Preparedness Division has compiled an initial estimate of $141
million in storm damages countywide, of which $30 million is private property damage.
The damages from Irma likely exceed those of Hurricane Matthew, but costs are
still being compiled. In response to a question from Council Member Gaffney
about potential City assistance for low-income households with substantial tree
damage, Mr. Mousa asked Mr. Gaffney for more information on specific
circumstances and locations to see if assistance can be found for those
citizens, but he reiterated that the fundamental rule is that trees on private
property are the responsibility of the property owner. In response to a
question from Council Member R. Brown, Mr. Mousa said that normal yard waste
collection by the City’s contract haulers will not resume until the second pass
by the storm debris contractor has been completed. Council Member K. Brown
pointed out that the City will be allocating some grant funding to assist
disadvantaged households through the Neighborhoods Department via an ordinance
to be introduced next week that could be used for tree removal from private
property.

Summary Council Member Becton described the
major features of his proposed substitute based on his several noticed
meetings with colleagues. In response to a question from Council Member K.
Brown, Deputy General Counsel Peggy Sidman confirmed that the new provisions
proposed in the substitute could be amended or waived in the future as
circumstances may dictate. Finance Director Mike Weinstein said that the
administration felt that the pension issue had been fully resolved with the
adoption of the pension reform package and did not need further action.
Council Member Schellenberg advocated for waiting until the new pension
system has had a chance to work for some time before making any changes and
recommended that any future changes be made via budget ordinances as
circumstances may dictate. In response to a question from Council Member
Boyer, Council Auditor Kyle Billy explained that the calculations of “revenue
increase” would net out the impact of the potential loss of revenue that
would be caused by voter approval of the upcoming referendum on increasing
the homestead exemption by an additional $25,000. Council Member R. Brown asked
for clarification of the vote needed to waive the provisions created by this
ordinance; Peggy Sidman explained that it would depend on the funding source,
as the Budget Code has a provision requiring a super-majority vote if funds
are being moved from a reserve account. Mr. Billy said that the new revenue
being discussed is General Fund revenue and therefore would not bring the
super-majority vote requirement into effect. Council Member Boyer advocated
for adopting aspirational targets and goals rather than hard and fast
obligations. Council Member Becton said that the pension reform plan adopted
earlier in the year leaves a huge financial burden to be paid by future
generations and advocated for taking prudent steps now to responsibly pay
down that future liability. Council Auditor Kyle Billy requested an amendment
to the substitute on page 3 to add “General Fund-General Services District”
as a descriptor to clarify the definition of what is meant by “revenue
growth.” A motion to call the question was approved 5-2 (Dennis and R. Brown

Summary NCSPHS: Defer Council Member R. Brown said that he
has referred this matter to the Inspector General’s Office for an
investigation of the company’s performance. In response to a question from
Council Member R. Brown, Kirk Wendland, Director of Office of Economic Development,
explained his understanding of the criteria and underwriting guidelines that
existed under the prior program manager and the new manager. Council Member
K. Brown said that the new Access to Capital manager no longer takes into
consideration JSEBs having City or independent authority contracts like the
old manager did, which makes getting loans much more difficult. Council
Member R. Brown said that he is considering introducing legislation to repeal
