Presentation
by JSO on Inmate Health Services
George Pratt, Chief of the Division
of Health Services for the Sheriff’s Office, outlined the challenges the
division faces in providing health care services to the inmate population,
including staffing and retention, meeting state and national accreditation
standards, an outdated records system, training and education needs, a difficult
patient population, and high overtime expenses. The JSO made the decision to
out-source health services to a third party provider and explored the potential
interest of the Duval County Health Department and UF Health Jacksonville in
providing the service, neither is interested in the job. When the decision was
made to hire a commercial service provider, the City found that it could
piggyback on an existing contract of Broward County with Armor Correctional
Health Care, a leader in the health care field for jails and prisons. In
response to questions from the committee, Chief Pratt explained that the
contract was competitively bid by Broward County and the Sheriff’s Office did
not analyze their procurement process in detail, but has had City Procurement
and Risk Management review the contract on their behalf.
Chief Pratt said that Armor has a
business model specifically suited to this industry and can outperform the City
because of its expertise and wide experience in the field. JSO Budget Chief
Bill Clement said that the City would see cost savings by taking advantage of
the very good per capita expense rate negotiated by Broward County because of
its larger inmate population, which Jacksonville will share. Tammy Morris,
Director of the Department of Corrections, said that the private company will
offer a more advancement opportunities and a wider career path than the JSO can
offer to its health care employees. In response to a question, Chief Pratt
stated that there are 66 JSO employees working in the Health Services Division,
all of whom were hired since 2009. 26 of the 66 employees are vested in the
defined benefit pension. All will be offered positions with Armor should the
contract be executed.
By a show of hands the Finance
Committee voted to authorize the General Counsel’s Office to draft an amendment
to the budget ordinance for consideration at the next Council meeting to move
the remainder of the FY17-18 funding for inmate health services “above the
line”; the funding for 11 months of expenditures was placed “below the line” by
the committee during the budget hearings in anticipation of hearing this
presentation by the Sheriff’s Office.
Council
Auditor Kyle Billy to discuss Audit #800: City Wire Transfers Audit
Mr.
Billy reviewed the City Wire Transfers Audit with the committee. The audit
found that outgoing wire transfers were processed accurately, but documented
several process weaknesses and areas for improvement, including: wire transfer
requests not being initiated in the Accounting System by the requesting
department; wire transaction procedures inconsistent with the Ordinance Code
and other forms of payment; lack of verification by the Treasury Division of
bank account information with vendors; wire transfer requests not always
authenticated with the requesting department; some wire transfers not properly
documented; Treasurer not required to sign off on all wire transfers; several
wire payments did not have the wire instructions provided by the vendor on
file; two employees not timely removed from the authorized signature list with
the bank. The administration agreed completely or partially with all of the
recommendations and changes are being made in procedures in several areas.
Council Member Becton felt that the Auditor’s Office should similarly examine
ACH transfers (last audited in 2009) because they offer the same risk of
misuse.
Hurricane Matthew expenses and
reimbursement
Council
Member Boyer reported that she had spoken yesterday with Florida’s Director of
Emergency Management and with US FEMA’s regional administrator from Atlanta.
She was told that the funds to reimburse the City for Hurricane Matthew
expenses incurred in 2016 have been sent from FEMA to Florida Emergency
Management and should be distributed to the City in the next 2-3 weeks. Council
Member R. Brown requested information about the total amount of Matthew costs
for which the City applied for reimbursement, the amount FEMA approved, and the
reason for any amounts denied for reimbursement.

renderings or plans of the houses being proposed for construction to
determine their compatibility with the neighborhood. He stated that he does
not want economically challenged neighborhoods to become overrun with small,
cheap houses in the name of affordability that will only exacerbate their
problems. In response to a question from Council Member K. Brown about
construction time, the developer, Alex Idkin, said that the initial modular
homes will take 2-3 months to build; after construction crews get experience
with the product, that time could be reduced to as little as one month.
Council Member Becton said that Jacksonville is already allowing small homes
on 40- and 50-foot wide lots all over the city, and may want to explore what
impact those homes have on their surrounding communities over the long term. AMEND/APPROVE
