Monthly update from the Administration
regarding the Loblolly Mitigation report
Ali
Korman-Shelton reported that the Office of General Counsel has been in
settlement talks with the mitigation bank manager and has a verbal settlement
offer that is under consideration. The OGC hopes to know within the next week
or two if the offer is acceptable. Ms. Shelton offered to have committee
members briefed privately on the offer if they are interested.
Council Auditor Kyle Billy to discuss
Report #799: Quarterly Summary for the Nine Months
Ended June 30, 2017
Mr. Billy reported
that the third quarter summary projects a $4.36 million positive variance in
the General Fund-GSD, resulting from a $3.99 million positive revenue variance
and a $375,000 positive expenditure variance. That figure excludes Hurricane
Matthew expenses, which are tracked separately. The largest elements in the
expenditure side are a $5 million unfavorable variance in the Fire and Rescue
Department budget (largely due to excess overtime), offset by a $2.5 million
favorable variance in the Sheriff’s Office and $1 million positive variance in
the Neighborhoods Department. Council Member Boyer requested the Auditor to
review the variance in the Utility Service Tax and compare it to the proposed
revenue figure in the FY17-18 budget for accuracy. She is puzzled by the
increase in this revenue when the JEA has reported declining sales of electricity
and water, which is the predominant source of this revenue. Council Member R.
Brown requested information on long-term position vacancies.
Independent Auditor contract
Mr. Billy
explained that the current auditor – Carr, Riggs and Ingram, LLC – has been the
independent auditor for 3 years and the contract has an option for 2 additional
years. The Auditor’s Office’s relationship with CRI has been very good and Mr.
Billy recommended the extension.
Motion (Boyer): authorize introduction of an ordinance, sponsored
by the Finance Committee, extending the audit contract with Carr, Riggs and
Ingram, LLC for two additional years – approved.
Presentation by Diane Moser: Tuition
Reimbursement Program
Ms. Moser,
Director of the Employee Services Department, distributed and discussed the
City’s Career Development Program which includes the tuition reimbursement
program. The reimbursement program provides tuition costs (but not fees or
books) at the rates charged by the University of North Florida and Florida
State College at Jacksonville. Benefits are paid as a reimbursement after
successful completion of a course with a C average, and may be used at any
recognized, accredited university. In response to a question from Council
Member Boyer, Ms. Moser clarified that employees may request reimbursement for
only one degree at each level (bachelor, master, doctoral), not multiple
degrees at the same level. Coursework must be job-related in terms of being
generally beneficial to the employee’s ability to perform work for the City,
but need not be absolutely specific to a particular job. Chairman Dennis
suggested that the department revise the Career Development Program to clarify
that the supervisors of employees applying for use of the tuition reimbursement
will sign off on the application for informational purposes only, but do not
have veto power over an application.

Brown and K. Brown said that the City’s process with regard to this recipient
agency has been unfair to the community housing development organizations
(CHODOs) in the city and impugned their ability to successfully complete
projects. They indicated that they do not want the type of modular housing
that Kairos is proposing in their districts. Stephanie Burch, Director of the
Neighborhoods Department, reviewed the history of the Kairos property
donation. She indicated that the developer wants this bill passed so that his
project will be in compliance with City requirements in time to qualify for
the upcoming RFP for affordable housing gap financing. Ms. Burch emphasized
that funding through the Foreclosure Registry is separate from other
affordable housing programs and Council Member Boyer noted that because of
its funding source it has different requirements than other programs and
can’t be co-mingled. Ms. Boyer said that the gap funding RFP is a separate
issue from the property donation and should be handled independently. Motion (Schellenberg): amend the agreement to
apply the same time frames to Kairos as apply to CHoDos (12 months to begin
construction after property donation, completion within 6 months thereafter) - Motion (R. Brown): defer the bill – fails 3-4 (Boyer, Gaffney, Becton and
Schellenberg opposed) Chairman Dennis deferred
the bill. Deputy General Counsel Peggy Sidman requested clarification of the
committee’s intent with regard to the amendment to remove the emergency
language. The committee instructed that that amendment be drafted despite the
bill’s deferral. |
