Meeting Convened:
9:01 a.m.
Chairman Dennis called the meeting to order and asked the
attendees to introduce themselves. Mr. Dennis reviewed the Auditor’s marked
agenda which included 5 items marked for deferral, 17 items ready for action (1
for amendment and re-referral to committee) and 4 items for second reading and
re-referral.
The meeting will begin with presentations by the Council
Auditor of Audit #798 (JTA Paratransit Audit) and the adoption process for the
rolled-back millage rate.
Chairman Dennis announced that he would be deferring
2017-427 (Appropriating $2,370,759 to fund various affordable housing programs)
pending a report from the Neighborhoods Department on questions raised at yesterday’s NCISPHS committee meeting. Council
Member Katrina Brown requested that the bill at least be discussed and audience
members allowed to comment for the committee to understand the issues discussed
at the previous committee. In response to a question, Peggy Sidman explained
the process for committee members to challenge the ruling of the chair to defer
the item.
Mr. Dennis announced that he would impose 5-minute and
3-minute time limits on committee members speaking for the first and second times
on each motion. Council Member Boyer suggested that written amendments make the
debate move more efficiently, but the General Council’s office prefers not to
draft amendments in advance that may not be what the committee ultimately
decides to propose. Council Member Reggie Brown felt that the committee
meetings are where legislation should be discussed in-depth and preferred that
debate not be limited in committee.
