Audit of Property Appraiser’s Office – Portability Calculation (see attached)
NOTE:

Council
Auditor Kyle reviewed the results of Audit #797 – Property Appraiser’s Office
Save Our Homes Portability Calculation. He briefly described the concept of the
portability of Save Our Homes-related homestead exemption value from one
property to another when an owner moves from one homesteaded property to
another anywhere in Florida. The audit found that overall the Property
Appraiser’s Office is correctly calculating the portability amounts; the audit
did identify one case of apparent fraud (multiple homestead claims by a single
owner) and a few very small calculation errors. The audit recommended that the
Property Appraiser consider developing additional database query methods to
look for anomalies in homestead claims.

for the emergency approval, citing an average of 2 fatalities per day in the
city from opioid overdoses as a crisis situation. Dr. Raymond Pomme, Medical
Director for Gateway Community Services and River Region Human Services,
explained the causes and severity of the opioid epidemic and described how
the pilot program would work. It appears that St. Vincent’s Medical Center
will be the emergency department provider; UF Health Jacksonville is willing
to participate in the research effort but does not wish to host the emergency
room functions. David Castleman, Chief of the Rescue Division of the Fire and
Rescue Department, answered questions about EMS response to opioid overdoses.
Council Member Schellenberg asked for a monthly update to City Council of the
progress of the pilot program. Council Member Reggie Brown questioned the
validity of the opioid overdose data being cited and expressed his opinion
that the City is not making sufficient efforts to apply for available state
and federal grant funding to tackle this issue. Council Member Dennis
advocated for more private funding of the pilot project since it is in the
best interests of the whole community, including the business sector, to find
solutions to the problem. Russ Armisted, CEO of UF Health Jacksonville, said
that his emergency room doesn’t have the capacity to support the needs of the
pilot program, but the Psychiatry Department of the UF Medical School’s Jacksonville
branch will be supporting the data collection and research portion of the
pilot program. Council Member Gulliford said that the City would be paying
for the opioid epidemic one way or another – either through proactive means
via this pilot program or through skyrocketing costs in the Fire and Rescue

opposed this proposal to allocate funding from projected year-end fund
balance, which is needed as a revenue source for next year’s budget, for this
use. He reported that the Mayor recognizes the seriousness of the accidental
drowning issue and will be proposing an increase in funding for year-round
swimming lessons in his FY17-18 budget to be presented next month. Council
Member Dennis felt that the number of young people drowning in the city is
every bit as much of a crisis as the opioid epidemic and advocated for the
funding. He noted that when the City increased funding for swimming lessons
several years ago the statistics showed a noticeable drop in the incidence of
drownings, which reversed when the extra funding was discontinued. WITHDRAW
