She explained that the Sheriff is making small amounts of grant funding available to these entities in part to help them develop a track record of grant compliance and performance so that they can become competitive with other applicants for Public Service Grant funding. Council Member Schellenberg expressed opposition to making grants to small organizations with limited capacity, preferring to channel available funding to larger organizations with more capacity and a known track record of performance.

Assistant Council Auditor Kim Taylor reviewed the Property Appraiser’s proposed budget, which has been reviewed and approved by the Mayor’s Budget Review Committee. The overall proposed budget is $243,961 less than the current budget, would eliminate 2 positions and increase part-time hours. Council Member Schellenberg offered an amendment to budget for half of the cost of the state-mandated bi-annual aerial photography each year rather than budget fully in one year and not in the next. Property Appraiser Jerry Holland reported that in his two years in office, the effort to identify illegally claimed homestead exemptions has produced over $7 million in billings for improperly claimed exemptions and penalties.

Deputy General Counsel Peggy Sidman explained the amendments. Council Member Morgan advocated for allowing organizations to comment on potential priority populations without forfeiting their right to apply for grants in that cycle. Council Members Anderson and Brosche expressed concern about the possibility of organizations lobbying if the prohibition is removed. They agree that a comment mechanism is needed but with controls to prevent possible abuse. Grants Administrator Damian Cook suggested allowing organizations to comment during an open public comment period without incurring the application ban. A motion to defer the bill by Council Member Schellenberg died for lack of a second.  Council Member Morgan, Mr. Cook and the Office of General Counsel will meet to craft an amendment reflecting the committee’s concerns for next Tuesday’s Council meeting.
