Chairwoman Brosche called on Public Works Director John Pappas to present the annual Stormwater Utility fee adjustments, credits and exemptions report. Mr. Pappas briefly described the history of the stormwater fee and the basis on which the fee is levied on residential and commercial properties with differing percentages of impervious surface, and explained the adjustments, exemptions, credits and early payment discounts available to various categories of property owners. He presented a document tabulating the adjustments, exemptions and credits for the 7 years that the fee has been in effect. The value of those exemptions, credits and discounts varies annually, but has gradually grown from $891,167 in FY2010 to $986,615 in FY16. Council Member Schellenberg questioned how low income persons are made aware that that might qualify for the low-income exemption, and Council Member Katrina Brown suggested sending an annual post card to potentially eligible property owners as a reminder, much the same way the Property Appraiser sends annual postcards to the owners of homesteaded properties reminding them to report any change in their eligibility status. Johnnetta Moore, Chief of the Social Services Division, said that persons who might qualify for the exemption due to low income are encouraged to call the Social Services Division office or the City’s 630-CITY call center to be evaluated for eligibility or to access additional information on the City’s web site.

City Comptroller Kevin Stork and Finance Director Mike Weinstein explained the operational shortcomings that lead to items being placed on the “lost or presumed stolen” list and how the administration is attempting to deal with the problems. The new ERP (enterprise resource planning) system that will eventually replace the City’s financial management, human resources, procurement, and other centralized computer functions will have an inventory control module to improve this function. Mr. Weinstein said that RFID (radio frequency identification) tags on all inventoried assets are the ultimate answer to keeping track of everything most efficiently. Tony Davis, Director of Police Services for the Sheriff’s Office, said that the JSO is taking steps to improve its supply chain management and track deliveries and inventory more centrally even if the products are destined for delivery through multiple remote locations.

Damian Cook and John Snyder of the City grants office explained that the Public Service Grants Committee chose to keep the same priority populations as last year because the major changes in the PSG process last year and the new grant submission deadline did not leave sufficient time for the committee to do a thorough job of evaluating needs and developing new priority areas. That process will happen in advance of next year’s cycle. Mr. Cook noted that the committee is considering recommending that priority populations should be adopted for multiple years rather than changing annually so as to achieve some continuity in efforts to attack problem areas.

 At the conclusion of the meeting, in response to a question from Council Member Schellenberg, Council Auditor Kyle Billy said that his office would be prepared to opine at the meeting later in the afternoon about the Mayor’s pension reform proposal legislation. The Auditor’s Office will propose several amendments as a result of its review of the numerous ordinances and the administration’s responses to the Auditor’s Office’s 5-page list of questions about the proposal. The amendments will fall into three categories: 1) non-substantive scrivener’s errors (spelling, punctuation, etc.); 2) Auditor’s proposed amendments for the purpose of clarity (again, nothing substantive but an attempt to achieve the maximum clarity of defined terms, language intent, explanations of methodology, etc.); and 3) two substantive recommendations.

FY 2016 Missing and Stolen Report

 

 

  1. We reviewed a copy of the police report for every item listed on exhibit 1 of 2017-155.
  2. We either had a face to face meeting or phone discussion with the property officer responsible for each department, division, or office listed on the report.
  3. Through our review of the police reports and discussions, we noted that only three of the items listed on the report were documented as stolen.
  4. Other reasons for missing items included:
    1. Transfer paperwork was not completed but the item was sent to the City surplus facility
    2. ITD replaced the item but transfer paperwork was not completed for the old item
    3. The City asset ID tag is no longer on the item therefore the property officer was unable to positively identify the item
    4. The department/division relocated or was downsized and the item could not be found
  5. After completing our review we spoke with City Comptroller Kevin Stork. Mr. Stork stated that the Accounting Division will conduct a training class for property officers in the near future.
  6. As a result of our review, missing item #114158 – Industrial Scale in the Solid Waste Division was located and will not be removed from inventory as a part of this ordinance.
