FY 2016 Missing and
Stolen Report
1. We reviewed a copy of the police report for every item listed on exhibit 1 of 2017-155.
2. We either had a face to face meeting or phone discussion with the property officer responsible for each department, division, or office listed on the report.
3. Through our review of the police reports and discussions, we noted that only three of the items listed on the report were documented as stolen.
4. Other reasons for missing items included:
a. Transfer paperwork was not completed but the item was sent to the City surplus facility
b. ITD replaced the item but transfer paperwork was not completed for the old item
c. The City asset ID tag is no longer on the item therefore the property officer was unable to positively identify the item
d. The department/division relocated or was downsized and the item could not be found
5. After completing our review we spoke with City Comptroller Kevin Stork. Mr. Stork stated that the Accounting Division will conduct a training class for property officers in the near future.
6. As a result of our review, missing item #114158 – Industrial Scale in the Solid Waste Division was located and will not be removed from inventory as a part of this ordinance.
Details of Amendment
1. Remove the located Industrial Scale from the items list
2. Correct two JSO police report numbers
