and benchmarking; audits of the City and Independent Agencies; selection and
retention of the auditor to perform the annual independent audit required by

Council Auditor Kirk Sherman to discuss-Recapture Memo
Presentations
by Greg Pease: Ex -Offender Hiring Incentives
Council Auditor Kirk Sherman
distributed and discussed a memorandum discussing the General Fund – GSD
year-end fund recapture amounts for FY15-16, which has been closed out. He
explained that it is a Budget Code requirement for the administration to
analyze the equity remaining at year-end in sub-funds that receive a
substantial portion of their funding from the General Fund – General Services
District and to recommend return of excess equity from those funds to the
General Fund. The Council Auditor reviews and comments on the proposed
recaptures. This year he recommends that the $6,968,187 identified by the
administration be deposited in the General Fund – GSD fund balance in a
“committed” category and later allocated to correcting negative fund balances
in some sub-funds and the remainder deposited into the City’s reserve accounts
to the extent needed to meet their target percentages. A report on reserve fund
balances and percentages will be forthcoming shortly, followed by a report on
the funding status of all-years funds that do not close out annually. Council
Member Gulliford suggested that the Council hear from the departments that
accrued the largest fund balances about why the balances occurred, possibly
using a pre-determined percentage of budget accrued to trigger which agencies
would be required to appear.
Mr. Sherman reported that the
Consolidated Annual Financial Report (CAFR) is nearing completion but the
auditors are awaiting final information from the JTA and JPA. The JTA has
forwarded their numbers but not their footnotes. The City’s review has raised
some questions regarding reconciliation of the numbers as well as waiting on
footnote disclosures. JPA’s audit is awaiting completion because their CPA firm
is questioning the annual report on the Florida Retirement System (FRS). The
FRS’ consulting actuary questioned the investment rate assumption, but in the
rate was determined to meet the parameters of GASB 67. The Florida Auditor
General has ruled there is no issue.
Chief of Procurement Greg Pease
distributed and discussed a list of ideas for potential incentives to City
contractors to hire more ex-offenders. He noted that there are two fundamental
ways in which such incentives could be offered – on the front end of a project
as a factor in the bidding/RFP process or on the back end of a project as a
bonus for such hiring upon job completion. Several committee members expressed
the belief that a back end bonus would be more simple and workable solution
than trying to factor speculative hiring into the contract/RFP evaluation and
award process.
