o   Issue #1 – (Definition of Ex-Offender Program Provider should include other providers not under contract with the City)

 

ü  Revise definitions as follows (See Pg. 3 – Ln 2):

§  Deletes the definition for “Convicted” and incorporates the previous definition for “Convicted” into the definition of “Ex-Offender”.  Note that the term “misdemeanor” is not included in the definition of Ex-Offender.

§  Adds a new definition for “City Ex-Offender Program Provider” (this term only includes entities that the City contracts with to provide Ex-Offender job training and/or job placement services)

§  Amends the definition for “Ex-Offender Program Provider” to include “any other entity with a program that specializes in job training and/or job placement services for Ex-Offenders”

 

o   Issue #2 – (If Contractor hires an Ex-Offender, Contractor should not be required to make contact with Ex-Offender Program Providers)

ü  Provide an exemption in subsection (d) to the “Form 4A Requirements” for Contractors who hire an Ex-Offender during the project provided that the Contractor provides the City with satisfactory evidence of such hire – (See Pg. 4 –Ln 29)

 

o   Issue #3 – (City Ex-Offender Program Providers should communicate more with Contractors)

 

ü  Revise webpage information section to require the Chief of Procurement to list City Ex-Offender Program Providers’ contact information on the City’s Procurement webpage and provide such providers with the winning bidder’s contact information; add to the extent permitted, the City may require the City Ex-Offender Program Providers to compile a listing of available Ex-Offenders for employment and provide such listing to Contractors upon request (See Pg. 5 – Ln 9)

(1)   ADS has an option with the City to extend 3 additional years to 2026.

(2)   Republic added one additional collection route – expenses are related to one truck and a helper. Waste Pro added two additional collection routes – expenses are related to two trucks, two helpers and two drivers.

(3)   The Administration requested Republic and Waste Pro implement dedicated routes to address constant issues regarding bulky waste. This is the additional negotiated cost to cover those routes.
