Special Committee Topics of discussion to be heard on March 8th
instead of today :
Continuation of discussion of Children’s Commission grant budgeting processes
and of the delegation of the City Council’s appropriation authority.
Chairwoman Brosche announced that there
would not be a Special Finance Meeting following the regular meeting today. The
Budget Office and Council Auditor’s staffs have been meeting to craft proposals
regarding grant budgeting and methods of dealing with appropriations of very
small amounts of grant funding, but work is not quite complete. A special meeting
is anticipated following the March 8 meeting. Ms. Brosche also announced that
Council Auditor Kirk Sherman will shortly be retiring and the Council’s
Personnel Committee will be convening in the near future to discuss the hiring
process for his replacement.
Council Auditor Kirk Sherman provided
updates on two reports issued by his office since the last Finance Committee
meeting. #736A – Police and Fire Pension Fund Audit Follow-Up Report – found
that all but three of the Auditor’s recommendations have been implemented and
the remainder should be accomplished in the next year. #789 – Budget Summary for the Quarter Ended December 31, 2016 – provides
the first look at the new fiscal year and all results should be considered very
tentative because of the scarcity of experience data. Pooled cash and
investments at $293.8 million is at its highest level
of the year due to the influx or ad valorem tax revenue in November and
December. Property tax revenue is showing a positive variance of $622,000, due
at least in part to the Property Appraiser’s increased efforts to identify
illegally claimed homestead exemptions and get those properties back on the tax
rolls at full value. The General Fund GSD shows an overall positive variance of
$5.1 million. Mr. Sherman explained that the positive expense variances in the
Sheriff’s Office and Fire and Rescue Department budgets are largely due to position
vacancies (268 in JSO, 65 in JFRD) reducing salary and benefits expenditures.
He also noted that approximately $50 million in Hurricane Matthew-related
expenses (personnel overtime, debris clean-up, damage repairs, etc.) are not
booked in the General Fund but are accounted for separately. Budget Officer
Angela Moyer reported that she would be sending the council members a detailed
list of hurricane-related expenses by department. $22 million has actually been
expended on hurricane costs and another $30 million are recognized but not yet
expended. The City will be applying to FEMA for reimbursement of all eligible
expenses.
In response to a question, Bill
Clement, Budget Officer for the Sheriff’s Department, said that the vacancy
rate in the JSO is due in part to a difficulty in hiring new officers because
of the uncertainty created by the on-going collective bargaining negotiations
over substantial changes to the police and fire pension plan. He stated that
obtaining diversity in hiring is problematic for the department’s certified
classes. Council Member Schellenberg requested three years of data on the
number of officers retiring and the number and speed of hiring their
replacements, and requested that same data of the Fire and Rescue Department. In response to a question from Council Member
Gulliford about reports he has heard from constituents about slow-downs in the
City’s building permit issuances and rulings on requests for administrative
deviations, Mayor’s liaison Ali Korman Shelton reported that Chief
Administrative Officer Sam Mousa has heard the same issue being raised and is
investigating the situation. Council Member Schellenberg reported that Governor
Scott wants to gradually eliminate the state’s tax on commercial leases (reduce
by 1% per year over 6 years until completely eliminated) which would impact
city and county state-shared revenues. He also noted that pending bill HB17
would enact a broad range of state preemptions on local government regulation
of businesses, professions and occupations.

Committee amendment and outlined the bill’s provisions. Council Member
Anderson requested a clarification of the term “convicted” and whether it
included misdemeanor charges as well as felonies. Charles Moreland of the
Mayor’s Office explained that the City’s three contracted ex-offender
assistance agencies do not handle misdemeanor offenders and the bill was not
intended to cover misdemeanor offenders because they don’t face the same
obstacles to obtaining employment as felony offenders. The committee engaged
in considerable discussion of the bill’s intent and specific provisions and
what would constitute satisfactory compliance with the bill’s intent. Council
Member Gulliford warned against the unintended consequence of discouraging
companies from bidding on City contracts by adding these requirements and
thereby increasing the City’s costs due to higher bids from fewer bidders.
Council Member Katrina Brown urged more worker training programs for
ex-offenders in multiple job fields. In a Public Comment period, Mary Tappouni, a contractor
and representative of the local chapter of Associated Builders and
Contractors, said that the contracting industry in Jacksonville already hires
ex-offenders and has questions about several aspects of the bill as proposed.
Karen Tucker of Florida’s First Coast Builders and Contractors had similar
concerns. A motion to defer the bill was approved 6-0, with the
understanding the Council Member Dennis would schedule a noticed meeting at
which council members, contractors and other interested parties could discuss
their issues and attempt to reach a mutually agreeable resolution. DEFER |

Bill Summary Fact Sheet PHS: amend/app JSO Budget Officer Bill Clement answered questions about
the equipment being proposed for procurement and how it relates to the JSO’s
new body camera initiative. He explained that the computer hardware upgrade
was the JSO’s fifth highest enhancement priority in last year’s budget
process, and the Mayor’s budget included the top four. It was only after the
body camera initiative became a high priority that the hardware upgrade
became imperative. City Budget Officer Angela Moyer explained that this
appropriation would completely handle the JSO’s computer server needs for the
next 5 years. Chairwoman Brosche cited this case as an example of the City’s
backlog of deferred maintenance and delayed computer infrastructure upgrades.
Council Member Anderson asked for clarification about why the bill did not
include a CIP amendment for the new equipment. AMEND/APPROVE
