In response to a question from Council Member Gulliford about whether all liens could be waived or settled, Assistant General Counsel Cherry Pollock said that they could, with the exception of property tax liens. Mr. Gulliford suggested that a cap on lien amounts based on a percentage of the property’s assessed value would prevent an accumulation of liens so far in excess of the property’s value that it makes no financial sense to acquire and use the property. In response to another question from Mr. Gulliford about whether liens on commercial and residential properties could be treated differently, Ms. Pollock indicated that they could not.

Council Member Bowman explained the reason for his abstention from voting on this item due to his employment with the JAXUSA Partnership. Economic Development Officer Kirk Wendland explained the cost sharing arrangement for this initiative ($60,000 City, $55,000 Chamber of Commerce, $10,000 other public and private partners) and the plan for the first year pilot to be extended for two additional years. Council Member Schellenberg questioned how the Chamber of Commerce would sufficiently document its contribution to this initiative using employees already on the payroll. Council Member Gulliford suggested that Jacksonville needs a World Trade Center to perform this international trade function and said that almost all of the large cities in Florida and most of Jacksonville’s competitor cities in the Southeast already have World Trade Centers.

Council Member Schellenberg reported that he had checked with top administrators at several local hospitals and had been told that they had not received a letter Council Member Gulliford said he had mailed last week seeking information on the number of drug overdose cases the hospitals are treating. His understanding from them is that Mr. Gulliford’s request is not a simple or quick one to which to respond with good information, so it may take some time to compile. The problem of skyrocketing drug overdose cases (particularly involving opiod pain killers) is recognized by the state and national associations of cities and counties as a growing national problem. Council Member Gulliford said that drug overdose deaths in Jacksonville kill several times as many people as homicides, but the issue doesn’t generate the same level of media attention or community recognition.

 

Deputy General Counsel Peggy Sidman reminded the committee of the Duval Delegation meeting coming up on January 31st in the Council Chamber. The meeting offers an opportunity for the Council to address the delegation members directly about the proposed local J-bills and about Resolution 2016-813 discussed earlier.
