LUZ Special Committee Meeting

May 16, 2017

Topic: Buffer standards and Planning & Development Department applications

 

Location: City Council Chamber, 1st floor, City Hall – St. James Building, 117 West Duval Street

Meeting Convened: 5:05 p.m.

 

Chairman Becton called the meeting to order. Mr. Lewis presented a matrix to depict the buffer standards of adjacent uncomplimentary zoning districts. The spreadsheet includes the standards from the current Zoning Code, Industrial Sanctuary Overlay Zone, and the Situational Compatibility Zone. The committee was asked to review the information and submit proposed changes. The numbers in the matrix represent the width of the buffer requirement.

 

Chairman Becton redistributed a handout from April 18, 2017, meeting. The document is a listing of the Planning and Development Department’s various application processes, the entity responsible for the hearing, and the entity responsible for appeals.  Per Mr. Huxford, item #1 needs to reflect that modifications (PUD) are decided by the Planning & Development Department (PDD) Director and appealed to the Planning Commission.

 

CM Gaffney reiterated his concern about the proliferation of liquor stores in District 7. He requested information regarding steps to address the issue and clarification on the application for exception process for liquor stores being heard by the Planning Commission instead of LUZ.  CM Morgan commented that District 1 is considering adopting an overlay in the Arlington CRA. She requested assistance from PDD and Ms. Grandin to discuss options. Mr. Huxford is currently preparing a report for CM R. Brown about liquor stores. The PDD recently received a database from the state with a listing of all liquor stores within Duval County. The data will be plotted on a map to determine exact locations and determine areas of concerns. Mr. Huxford will provide the committee with a copy of the final report to assist with additional dialogue about a resolution.
