LUZ Special Committee Meeting

April 18, 2017

Topics: 1) Glitch Bill Review; 2) Buffer Hierarchy; and 3) Role of the Planning Commission vs. Land Use and Zoning Committee

Meeting Convened: 4:55 p.m.

 

Chairman Becton called the meeting to order. Ms. Susan Grandin briefed the committee on the final revision of the Glitch Bill legislation.  Mr. Folks Huxford provided minor adjustments for language clarification. Chairman Becton stated that the bill review be filed with Legislative Services on the next business day.

 

Mr. Lewis presented a revised draft of the proposed buffer hierarchy that includes graphics. There was discussion related to berms, slopes, and the density of buffers. Chairman Becton suggested the addition of a matrix to depict the options and density of various buffers depending on the complimentary and non-complimentary zoning categories. Mr. Lewis will incorporate the committee’s suggestions and provide an update at the next meeting.

 

Mr. Folks Huxford reviewed the roles of the Planning Commission (PC) and Land Use and Zoning (LUZ) Committee. The role of the PC is addressed in Section 30 of the City’s Ordinance Code. There are eleven (11) primary functions of the PC which includes review of proposed land use changes, text changes to the Comprehensive Plan, and requests for certain modifications to the Zoning Code. Additionally, the PC makes recommendations to the Council on proposed changes to the Zoning Code, the Code of Subdivision Regulations and other land development regulations and amendments; acts as a coordinating agency for programs and activities of executive agencies and independent agencies affecting land use and area planning, as requested by the Mayor or Director; and serves as the local planning agency required pursuant to F.S. 163.3174. During the review of the handout, Mr. Huxford stated he would inquire whether the PC still functioned under Part 6, Chapter 122 and Chapter 748. In response to Chairman Becton’s inquiry, Mr. Huxford stated that the PC and LUZ could benefit from collaboration on legislative matters to gain the expertise.

 

Chairman Becton encouraged the committee to review the handout prior to the next meeting. The handout lists the various application processes, entity responsible for action, and the entity responsible for appeals.
