LUZ Special Committee Meeting

April 6, 2017

Topic: Glitch Bill legislation final review

 

Location: City Council Chamber, 1st floor, City Hall – St. James Building, 117 West Duval Street

Meeting Convened: 4:55 p.m.

 

Chairman Becton called the meeting to order. The final draft of the Glitch Bill legislation was distributed to the committee. Ms. Grandin provided a thorough review and noted that the proposed changes are non-controversial issues. The revision corrects typographical errors, provides consistency with Florida Statutes and other portions of the Ordinance Code, and provides clarification regarding certain uses that are routinely determined by the administration as permitted or permissible.

 

Among the various changes, the committee had an extensive discussion on two items: appeals and zoning chart.  Ms. Grandin stated that the Planning Commission appeals administrative deviations. However, PUD Administrative Modifications do not have a designated written appeal process within the Code. The members agreed that PUD Administrative Modifications should be appealed through the Land Use and Zoning Committee. There was discussion regarding the updating or deleting the Zoning District Titles Chart. It was suggested to update the chart as a master list to define each zoning district type and provide the location within the Code for additional information. After the review, the committee voted unanimously voted to have the Glitch Bill legislation introduced.

 

Mr. Lewis presented a draft of the proposed hierarchy as it relates to complimentary and non-complimentary buffers. Ms. Grandin suggested including a definition to exclude certain items (ex: parking lots, retention ponds) that should not be deemed as buffers. Due to time restraint, Chairman Becton postponed further discussion. He will meet with Planning and Development Department staff to review additional buffer standards.

 

The next meeting topic will cover the various applications heard by the Zoning Administrator, Planning Commission, and LUZ. Chairman Becton requested committee members to review the handout before the next meeting. There being no further business, the meeting was adjourned.
