The Committee shall consider land use and zoning matters, including zoning; preservation; conservation; building codes; urban renewal; real estate; land use; land, water and wetlands preservation; water supply issues; comprehensive planning; strategic planning; current planning; growth management and implementation of state statutes regarding same; Planning and Development Department; appeals from Planning Commission decisions; growth management; transportation concurrency and mobility; school concurrency; monitoring and implementation of the new State growth management laws; actively participate in amending and updating Jacksonville's Comprehensive Plan, including reviewing all text amendments and Future Land Use Map Amendments to the comprehensive plan; and all related subjects.

 

If a person decides to appeal any decision made by the Council with respect to any matter considered at such meeting, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

 


RULE 4.505           DISRUPTION OF MEETING            No member of the audience shall applaud nor make any noise or remarks that are audible to the Committee that would indicate approval or disapproval of anything being discussed. Any disregard of this rule may result in removal by the Sergeant at Arms.

Keith Holt of Riverside Avondale Preservation expressed support for the negotiated compromise and thanked Council Member Love for his part in facilitating the discussions.

Council Member Ferraro expressed concern about the requirement to plant a shrubbery border between the parking lot and the street edge, believing that the shrubs might block the sight line at the intersection for vehicles and endanger pedestrians and cyclists. Steve Diebenow representing the applicant explained that the shrub border was imposed as a condition to screen the parking lot to make the development more acceptable to the neighborhood.

 

In the public hearing, Alicia Grant representing Scenic Jacksonville read a letter into the record requesting removal of an illegal roof sign from the building and requesting that the parking lot be brought into compliance with the City’s parking lot regulations. She alleged that the Planning Commission is not properly following the law and is granting too many exceptions. Steve Diebenow objected to the characterization of the sign as illegal.

Public Hearing

Christine Farley representing the Springfield Improvement Association opposed taking quick action on this proposal and exceeding federal requirements in the settlement agreements. She opposes more group homes in Springfield because a proliferation of those uses have already substantially damaged the neighborhood.

Crissie Cudd said that the Springfield area is coming back because of the reduction of the number of group homes produced by the zoning overlay and urged the committee not to open the floodgates to more group homes that will likely ruin the neighborhood again. She urged slow and cautious action.

William Hoff of Springfield Preservation and Restoration (SPAR) said that there has been no community input into the major changes to the Springfield overlay and urged that any changes to the overlay go through the usual Planning Department and Planning Commission consideration process.

Kimberly Pryor favored the changes to the overlay and said that the City should have allowed the Ability Housing project to proceed in the first place, thus avoiding the litigation and the need for this settlement. The City should allow housing for all types of citizens in its neighborhoods.
