Meeting Convened:
4:55 p.m.
Chairman Becton convened the meeting and the attendees
introduced themselves for the record. The committee resumed its discussion from
its previous meeting on the document entitled “LUZ Special Committee – Glitch
Bill Issues”.
P. 3, item #12 – correct wording in Sec. 656.130(c) to
change “more than 350 feet” to “within 350 feet” – approved.
P. 4, item #13 – amend Sec. 656.134 to add language
providing that changing, correcting or adding to the name on an exception,
variance, administrative deviation or waiver granted to be personal to an
individual or entity may not be done administratively
if the exception was for a use requiring licensure by the State or other
governmental entity – approved.
P. 4, item #14 – amend Sec. 656.140 to add “PUD minor
modifications” to the list of final actions that may be appealed to City
Council – approved.
P. 4, items #15 and 16 – amend Sec. 656.147 to delete fee
schedules and reference that current fees are posted on the City’s web site – approved.
P. 4, item #17 – amend Sec. 656.202 to correct a Code
section number, to delete reference to the Property Safety and Zoning
Inspection Division and to add a reference to the zoning atlas being available
on the City’s web site – approved.
P. 4, item #18 – amend Sec. 656.301 to reformat the table of
residential zoning classifications and their land use categories – approved.
P. 4, items #19 and 20 – amend Sec. 656.302 to add missing
districts and add allowable accessory uses allowed in MDR to the RO and CRO
zoning classifications – approved.
P. 5, item #24 – amend Sec. 656.350 to update obsolete
zoning district names – approved.
P. 5, item #25 – amend Sec. 656.401(e)(3) and (4) to allow
child or adult care centers to exceed the current maximum number of clients by
exception – approved.
P. 6, item #27 – amend Sec. 656.401(o)(2) to replace IBP-1
and IBP-1 with IBP – approved.
P. 6, item #29 – amend 656.1601 to correct the current name
of Cecil Airport; correct the current name of the position of Chief of Current
Planning; delete “new and used automobiles” and add “fitness centers” to the
definitions of “commercial retail sales and service establishments”; correct a
state statute reference in the definition of “community residential home”;
correct the reference to the 2030 Comprehensive Plan in the definition of
“rural area”; and correct the word “yard” in the definition of “wall sign” – approved.
The Planning Department was asked to develop definitions for
“medical office” and “medical facility” for consideration at the next special
meeting.
