  Summary                         APPROVE 4-0 Jim Kowalski, Executive Director, Jacksonville Area Legal
  Aid, and Attorney Howard Dale explained what the legislation entailed and
  fielded questions.   Council Member Garrett Dennis wanted to know if JALA had
  reached out to the Jacksonville Housing Authority and if the proposed
  legislation adversely affected JHA financially.  Attorney Dale explained that JALA had
  reached out to the Housing Authority. 
  He further explained that public housing units are air conditioned and
  would be less likely to have screened doors. 
   Council President Lori Boyer, sponsor of the legislation,
  explained that this is a safety issue. 
  She explained that the Zika virus is most threatening in hot weather
  and that the densely populated urban communities are most vulnerable.  Poorer communities and dwellings are less
  likely to have screened doors. | |
