  1. Department of Health- Updates

Allison Hewitt, Department of Health, provided an update on the Zika virus. Councilman Dennis requested that in the next report, the HIV incidence rate be presented along with details about the Health Department’s efforts in HIV prevention, outreach and support.

 

  1. Jacksonville Sheriff’s Office

Sheriff Mike Williams spoke about the proposed changes to JSO’s organizational structure, which combines patrols east and west into one area under one chief and increases the number of assistant chiefs from 20 to 22. Councilman Dennis asked Sheriff Williams about pedestrian citations, the homicide rate, the body camera program and holiday related crimes. Sheriff Williams explained that pedestrian citations are intended to increase public safety and decrease pedestrian injuries/deaths, some officers write more tickets based upon their assignment, and that officers will be re-educated on the application of jaywalking statutes. Regarding the homicide rate, although there are 2 more murders so far in 2017 than last year, long term progress is being made to prevent these crimes. The body camera program is in its second phase and JSO is still deciding on which technology they find to be the best fit. Sheriff Williams also said that car burglaries can be higher during the holidays and emphasized the importance of neighborhood vigilance and keeping vehicles locked (more than 500 stolen guns from vehicles this year).

·         Creates a 90 day amnesty period during which the City may eliminate Municipal Code Enforcement Board/Special Magistrate penalties and/or liens in existence at least 6 months prior to the commencement of the program

·         Also allows for the interest on contractor correction liens to be waived when the underlying principal lien amount is paid in full.

·         Underlying violation must either be corrected, or property owner can enter into an agreement to have the violation corrected
