Adjourned: 10:29 am
If a person decides to appeal any decision made by the
Council with respect to any matter considered at such meeting, such person will
need a record of the proceedings, and for such purpose, such person may need to
ensure that a verbatim record of the proceedings is made, which record includes
the testimony and evidence upon which the appeal is to be based.
Attendance:
Presentations:
Allison Hewitt, Department of Health, presented an update on
the Zika virus. There was one incident of local transmission reported in
Miami-Dade County this year. Ms. Hewitt also delivered information regarding
Neonatal Abstinence Syndrome (NAS), which afflicts newborns who were in contact
with opioids in utero. The Health Department provided a list of available
resources to help with NAS prevention and treatment.
Chief Castleman, JFRD, presented drug overdose data broken
down by zip code, council district, day/time of day, hospital, age, race, gender and fire district. Overall, Council District 9 has
the highest number of drug overdoses, comprising 19 percent of the city’s
total. Demographically, white males in their 30’s are the most frequently
treated group. Chief Castleman also shared some preliminary data from the
opioid overdose pilot program that began last Thursday. So far, 8 OD patients
have been treated at St. Vincent’s and 4 have entered the program. When asked
about expanding the program to other local hospitals, it was explained that
expansion is part of the second phase of the program – the feasibility of which
will be determined after the evaluated success of the first phase of the
program.
