Presentations:

  1. Department of Health- Updates

Alison Hewitt, Department of Health, presented updates on the Zika virus, premature births, and the county epidemiology report. Zika incidences are down, with 1 sexually transmitted case in South Florida. Premature births and infant mortality rates are high in Duval County, particularly in Health Zone 1.

  1. Jacksonville Sheriff’s Office

Sheriff Mike Williams provided information about the ShotSpotter program, which was recently implemented by JSO. By triangulating the sound of shots fired, the ShotSpotter sensors can identify the position of the shooter, gun caliber and bullet speed within 25 meters. The ShotSpotter program is used for a 7 sq. mile area (though the exact locations of the sensors are not disclosed) and costs $325,000 per year for service and equipment. In Jacksonville, approximately 10 percent of firearm related calls and 13 percent of firearm related murders occur within less than 1 percent of the city’s land mass. Oftentimes, gun shots are not reported. Since the roll out of ShotSpotter in July of 2017, there has been a 127 percent increase in reported gunshot calls (which includes calls form the public and ShotSpotter reports), 8 arrests and 462 shell casings recovered. The shell casings are cataloged and analyzed to link shootings and match guns used in other crimes. When asked, Sheriff Williams estimated that a minimum of 50 percent of guns used in criminal activity are acquired through theft.

3.    Community Farming- Ju’Coby Pittman

Ms. Pittman, Clara White Mission, spoke about the community farm work her organization is doing. The White Harvest Farm provides affordable produce and educational training to the NW portion of the city, which lacks other fresh food options. The Clara White Mission strives to expand upon their urban revitalization to include mobile markets in order to reach more residents in need.

4.    Mosquito Control

Randy Wishard, Chief of Mosquito Control Division, presented an overview of mosquito diseases and surveillance techniques. Of the 47 mosquito species in Jacksonville, 9 are possible vectors of disease. Attention should be paid to breeding areas and standing water- mosquito larvae only need one teaspoon of water for breeding. Mosquito Control uses larvacide to control mosquitos early in the life cycle and adulticide which is applied either by aircraft or on the ground employing truck-mounted sprayers to combat older mosquitos.

There are currently 2185 registered sex offenders and sexual predators in Duval County. Florida (1000 feet) and municipal laws (2500 feet) dictate restrictions as to where the offenders can live in relation to schools, parks, and libraries etc. New child related businesses (ex. daycare centers) are prohibited from opening within that distance from registered offenders homes. This bill would lower the distance requirement from 2500 to 1500 feet, to accommodate new businesses who are encountering zoning issues due to the regulations. The council members voiced concerns about protecting public safety while meeting the needs of the communities that need new schools and daycare facilities. The distance requirements also place a heavy burden on the offenders/predator who struggle to find housing (some cannot and end up homeless or transient). The bill was deferred so the committee members could get more information on this issue.
