CM Boyer asked for clarification on the amendment, which adds language to the bill to reflect a buyback option (at the same price) if developers do not use their purchased credits within 5 years. CM Crescimbeni voiced concerns about the market price of the credits, which may be too low. Guy Parola, DIA, said that the price is based upon a formula that includes construction costs and not the costs of the land.  CM Boyer proposed an additional amendment to direct all proceeds from the sale of credits to stormwater utility improvements to benefit the downtown area.
