5-2 After some discussion about the merit of
institutional knowledge and the importance of new candidates in the field,
the bill was approved by five councilmembers, with the two opposed because
the public referendum in 1992 already decided this term limit issue. This bill was previously substituted and re-referred back
to committees. The substituted bill will change the two term limit provisions
to three term limit provisions. |

7-0 Betty Burney, President of the “I’m a Star Foundation”,
spoke on behalf of this bill. Her organization is seeking supplemental funds
to expand their outreach program (positive peer support with an emphasis on
resiliency to counter substance abuse, bullying, and weapons use) to include
at-risk students middle and high schools in the Westside and beaches
communities. There were some questions about the need for funding outside of
the ordinary budget process. It was explained that the Star program targets
age groups not always included in children’s program funding. |
