need a record of the proceedings, and for such purpose, such person may need to
ensure that a verbatim record of the proceedings is made, which record includes
the testimony and evidence upon which the appeal is to be based.

Bill Summary Deferred (6-1) Council Member Hazouri said that the review of commissions
and boards was intended to assess effectiveness and recommended a deferral,
CM Andersen agreed. CM Becton proposed a substitution that he crafted with
TRUE Chairman Hassan’s approval. After discussion, the committee wished for
more time to review the language of the substitution. There were two speakers
on behalf of the TRUE commission who spoke about the necessity of oversight
and the importance of CPAC appointments.
