Summary Fact Sheet Amend/Approve
6-1 CM Hazouri inquired about how it was
possible to have so many missing inventory items. CM Crescimbeni said that it is not
attributable to theft, but to a sloppy system of inventory control. Ms.
Reber, Auditor’s Office, said that the Auditor’s Office analysis shows that
only three items were assumed to be stolen, and all the others were lost,
moved or just not accounted for properly. Mr. Weinstein, Finance Director,
acknowledged that the current inventory system is flawed and that the city is
currently working on acquiring and implementing a new comprehensive financial
management and accounting system that will contain an inventory control
element and it should be in place by the end of summer 2017. |

7-0 This bill had two amendments added to
it. Amendment one from CM Becton adjusted the language regarding address
disclosure requirements for public participation (lobbyists may use a
business address and the addresses for other speakers will be displayed on
Council Member’s monitors). CM Crescimbeni’s amendment allows the presiding
officer to decrease the length of time for public participation based on the
amount of speakers and the remaining time at Council meetings. Mr. John Nooney offered a public
comment, emphasizing the importance of not infringing upon the 1st
Amendment rights of free speech. |
