Amend/Approve AMEND/APPROVE
7-0 Damian Cook, Grant Administrator, addressed the issue of
defining the expression “ex offender” that Council Member Greg Anderson had
raised. He further explained the
City’s program that trains and counsels ex-offenders for job placement. Council Member Garrett Dennis, the measure’s sponsor,
explained the process of self-certification that the proposed legislation
would require, including forms that a contractor would fill out. He explained that the intent of the
legislation is to bridge the communications gap between contractors and
providers. Kerri Stewart, Chief of Staff, Mayor’s Office, explained that providers that are paid by
the Jacksonville Journey include Clara White Mission, Operation New Hope and
Prisoners for Christ. These providers
work with convicted felons upon release.
She further explained that the providers are paid when clients
(ex-offenders) have been placed in jobs and have been working for at least
two to three weeks. Greg Peace, Chief, Procurement Division, and Assistant
General Counsel Lawsikia Hodge fielded questions on
the proposed legislation. Council Member
Danny Becton indicated that he has concerns with the proposed legislation and
feels that the legislation does not really do anything, that it merely
entails a contractor placing a telephone call to a provider. He said that he is supportive of the sponsor’s
intent. Council Member Dennis said that this legislation is more
than a mere telephone call; it is all about assuring fair and full
consideration of ex-offenders for potential job placement by contractors who
have received contracts in excess of $200,000 from the City. Mary Tauppouni, representing the
construction industry, re-stated concerns that she had previously aired about
the proposed legislation. She contends
that the contractors are responsible for job training; the providers are primarily
concerned with job placement. The
Jacksonville Journey does no job training.
She explained that her business, Breaking Ground Contracting, could
not place ex-offenders on School Board or JEA projects. Ms. Tauppouni
explained that her firm works with providers other than the providers that
the Journey identified and questioned how that would affect the
interpretation of compliance with this ordinance. Deborah Verges, Jacksonville Journey Project Manager,
explained that the Journey does not do any job training. Initially, the Journey was involved with
job training but five years ago shifted to performance based hiring
emphasis. The Journey assists
ex-convicts in job placement based on skills that those clients already have. |
