Speaking as a small businessman, Council Member Danny Becton voiced his opposition to this ordinance amendment.  He feels that the measure will have unintended consequences and will be harmful to others;

the private sector, in particular, will be hurt.

 

Charlene Taylor Hill, Executive Director, Jacksonville Human Rights Commission, explained that this legislation would add another class of individuals who can redress grievances of discrimination in the workplace.

 

Council Vice President John Crescimbeni offered amendment to define “religious organization.”

After a discussion, the amendment failed on a 3-4 vote (Crescimbeni, Love, Dennis).

 

Council Member John Love reported on his telephone conversation with the Mayor of Tampa.  Tampa had a human rights ordinance on its books for a number of years.  Mr. Love reported that the Mayor indicated that Tampa has experience no negative impacts from the enactment of its human rights ordinance.

He urged passage of the ordinance amendment because it is the right thing to do.

 

General Counsel Jason Gabriel fielded numerous questions.

Council Member Garrrett Dennis, the measure’s sponsor, explained what the ordinance amendment entails.

 

Council President Lori Boyer and Charlene Taylor Hill, Executive Director, Jacksonville Human Rights Commission, commented on the legislation.  The proposed legislation would improve the City’s statistics on equal employment figures.  The Assistant Director would manage the Equal Opportunity/Equal Access Program (advertising, recruiting, training, etc). 

 

Council Member Danny Becton feels that the equal opportunity/equal access work should be the purview of Employee Services.
