Topic: Public participation in City Council and committee meetings
Location: City Council Chamber, 1st floor, City Hall – St. James Building, 117 West Duval Street
In attendance: Council Members John Crescimbeni (Vice Chair), Greg Anderson, Danny Becton, Tommy Hazouri, Jim Love, Scott Wilson

Meeting Convened: 1:53 p.m.
Vice Chairman Crescimbeni called the meeting to order and introduced the day’s topic – public participation in City Council and committee meetings. Since Chairman Garrett Dennis had been called away to deal with an emergency and very much wished to be in attendance when the committee discussed this topic, the topic was postponed to the next committee cycle. Assistant General Counsel Paige Johnston distributed copies of the Florida Statute regarding public participation requirements (amended in 2016) and copies of two legal opinions prepared by the Office of General Counsel after the amendment became effective addressing several questions about applicability to the Jacksonville City Council’s meetings given the Council Rules and long-standing agenda practices. Committee members were asked to review the documents in preparation for the next meeting and Ms. Johnston offered to meet with council members individually to answer any questions.
