Prior to the agenda items, the Committee heard remarks from Jessica Shepler, Director, Government Affairs, Jacksonville Transportation Authority.  Ms. Shepler had been invited to the meeting to provide an update on the Community Transportation Connection (CTC) program.  She explained that she would focus on an issue raised at the last City Council meeting that required addressing.  The issue revolved around Ms. Vanessa Coles Young’s complaint that JTA’s paratransic program had been irresponsible in transporting her daughter from the Pine Castle School where she is a student to her home.  She recounted one particular instance when her daughter had been dismissed from school in the late afternoon but had not arrived home by 6:00 P.M.  She contacted JSO to report her daughter missing.  JTA explained that the young student had been transported by CTC when she was dismissed from school in the late afternoon.  The particulars of the incident initiated a somewhat lengthy discussion on the paratransic program and JTA’s accountability.

 

Ms. Shepler explained that the issue involved scheduling with the vendor that JTA contracts for transsporting students with mobility issues.

 

Deputy General Counsel Peggy Sidman reviewed the history of the City’s relationship with the CTC program.

In 1999, the City requested JTA to take over the transportation program and provided funding for its operation.

In 2005, the City Council approved a $1.2 million contract with JTA for the CTC service.

 

Council Member Lori Boyer stated that since the City provided funding for the transportation program, it was imperative that the contract reflect the City’s expectations of the services provided by program.

 

Council Member John Crescimbeni felt that Ms. Shelpler should return to the TEU Committee to address additional questions about the scheduling and other issues.  It was suggested that Ms. Helen Perez, who oversees the JTA CTC program, should attend the next TEU meetings as well.

 

Council Member Sam Newby, the City Council’s Liaison to the Jacksonville Transportation Authority, indicated that he is inclined to ask the Council President to appoint a special committee to assess the work and challenges of the CTC program.
