Council Member Bill Gulliford asked for a general discussion of the issues that the measure addressed and in view of a new perspective that he thought merited consideration.  Mr. Gulliford alluded to a discussion that he had had with Guy and Tammy Lachapelle (Shapells, Inc.).  The Lachapelles recommended that a permit fee would be more useful than the proposed franchise fees.  It would simplify the process.

 

Council Member John Crescimbeni thought that the Committee should go through the entire process of weighing each and every amendment.  He said that he has a considerable number of questions that needed addressing and answers.

 

Council Member Lori Boyer indicated that she had some concerns with the proposed legislation.  She felt that in view of the recommendation that Council Member Gulliford was introducing to the discussion,

the Committee should look at the alternative framework that Mr. Gulliford suggested.  The Special Committee on Solid Waste should be reinstituted and if the Council President is amendable to the suggestion, we should request that the Solid Waste Special Committee take another look at this item.

 

The Chair opened the floor for Public Comment.  Public Comments were offered by Guy and Tammy Lashapelle, Howard Burnett and Irwin Davis.  The latter is president of the Northeast Florida Independent Waste Haulers.

 

After the Public Comment speakers fielded questions, the Chair deferred the item.

Reporting on the last monthly meeting of the North Florida Transportation Planning Organization, Council Member Lori Boyer explained that the meeting took actions that she characterized as significant.  Legislative priorities were set that included restoring funding for the Transportation Regional Incentive Program (TRIP) to promote regional planning and project development, promoting bicycle and pedestrian safety through a statewide public awareness and education campaign and reducing distracted driving by regulating the use of electronic wireless communication devices as a primary offense.

 

Amendments to the current 5-Year work plan were considered.

 

She recommended that Council Members compare the road projects that are in the current  TPO Five Year Plan with the road projects that are in the tentatively proposed TPO Five-Year Plan. 

 

 

Public Works Director John Pappas provided an update on the status of FDOT’s Wonderwood Road projects. 

He explained that drainage improvements included replacing pipes and pipeline improvements.  The pipe projects are out for bid at an estimated cost of $10.5 million.  Work is expected to being early next year.
