In response to the Chair’s inquiring on the status of this item, Council Member Garrett Dennis, sponsor of the ordinance, explained that it is his understanding that a State Representative and a State Senator have drafted and will introduce llegislation to change the project to the renaming of a nearby state bridge in honor of Harry Frisch.  A City Council resolution will be forthcoming that urges the Florida Legislature to enact the bill renaming the bridge.

Correct CIP Fiscal Year and CIP Exhibit

 

Total project cost is estimated at $50 million – City to apply for $25M from the Federal Govt. and $12.5M from the State. City to contribute $12.5M.

 

Sam Mousa, Chief Administrative Officer, explained what the legislation and project entailed.  He fielded questions, and with the assistance of Public Works Director, John Pappas, referenced an aerial photo exhibit to explain the project.

 

Mr. Mousa explained that the legislation would entail the development of a design criteria project (DCP) to dismantle the Hart Bridge ramp.  The DCP will ultimately be provided for the utilization of a design building plan. 

 

Dismantling the ramp would provide trucks coming up from South Florida on I-95 and exiting at the Emerson Street exit and venturing on to Tallyrand and the Port a more efficient route.  He explained the funding sources from the Federal government, the State and the City’s portion.  Mr. Mousa explained that the federal grant that the City is applying for are funds for projects involving the movement of freight. 

 

Mr. Mousa fielded questions about the ramifications of the project, funding sources and the timeline.

Council Member Garrett Dennis, sponsor of the ordinance, explained that changes to the proposed legislation that were discussed at a noticed meeting held on Friday, October 13, 2017.  The changes will be incorporated in a substitute ordinance that will be filed this week.

 

Council Member Dennis provided background on what the substitute entailed.

Benefits (reimbursement funds for permits for repair work contracted before the legislation was enacted) will go directly to property owners and not to contractors.  The Administration will launch a public information campaign to make property owners aware of the benefits of this legislation.

 

Tom Goldsbury, Chief, Building Inspections, and Assistant General Counsel Jason Teal, joined Mr. Mousa in fielding various questions. The substitute stipulates that the affidavit that a property owner will be required to sign would have to show that roof damage was directly linked to Hurricane Irma.  The substitute replaces waivers with reimbursements.

 

Council Member Jim Love explained that he would be abstaining on the measure’s vote in Committee because as a homeowner whose roof was damaged as a result of Hurricane Irma, he is currently engaged in contracting for roof repair.

 

Council Vice President Aaron Bowman explain that he would be voting no on the substitute because he remains unclear as to what  the substitute actually entails.  Should some of his concerns be addressed and issues clarified, he would likely vote for the legislation when it comes to Council.

At the close of agenda items, Council Member Lori Boyer reported on proceedings at a recent meeting of the North Florida Transportation  Planning Organization (TPO).

 

Ms. Boyer reported that $4 million in funding for a North Rail Corridor had been returned to the State.

 

A rail project had been planned that would connect North Jacksonville and the port by a rail spur.  The planning had come to a standstill because the Port Authority was supposed to have taken the lead in the efforts for the rail spur but felt that it had enough on its plate at this particular time.  A new application for the funds would have to be made in the future.  Ms. Boyer reiterated that the project was being postponed and not cancelled.

 

There was a brief discussion on the particulars of the project.
