an annual fee of $4.37 per linear foot ($36,341 for the first year that
escalates 3% over a 20 year term) for 1.575 miles of underground pipeline for
internal processing and storage purposes. -
Sections
711.306(a), 711.307 and 711.319 are waived to allow for a 20 year term, max
is normally 10 years -
Section
711.321 is waived to calculate fee on a linear foot basis rather than 5% of
gross sales of the gas system within the municipal limits of the City. Assistant General
Counsel Jason Teal explained what the legislation entailed. He explained that the pipeline would be
below ground within the City’s right-of-way. Council Member
Jim Love raised a safety issue, particularly the possibility of leaks in the
pipeline. David Boone, a
consultant who is responsible for safety in the Buckeye pipeline project
explained how the pipeline is constructed and monitored to prevent potential
leaks. |

Bill Summary DEFER Council Member Sam Newby, one of the Council’s liaisons to
the Transportation Planning Organization (TPO), explained that he had been
asked to introduce the resolution and that the Committee might want to
consider deferring the item until Alan Mosely, TPO’s Executive Director, was
available to provide a detailed explanation. Council Member Lori Boyer expressed her concerns that
while the transit projects in the plan were good and worthy projects, it
appears that Duval County is responsible for the lion’s share of the
costs. Laurie Santana, Chief of Transportation Planning, Planning
& Development Department, felt that all of the projects in the plan were
good and that transportation cooperation is ideal from a regional
perspective, but she, too, had concerns about the funding source to cover the
costs of the projects. |

Prior
to the agenda items, the Committee heard an update on efforts to recover costs
from the damage inflicted on the City by Hurricane Matthew in 2016. It has been one year since the
hurricane. Steve Woodard, Director of
Emergency Preparedness, Jacksonville Fire and Rescue Department, made the
presentation, assisted by Todd Smith.
Director
Woodard explained that the City has been in the process of applying for reimbursements of funding from FEMA (Federal
Emergency Management Administration) for costs that the City incurred in debris
removal and other expenses caused by the hurricane’s damage.
Director
Woodard announced that both Huguenot and Hanna Parks are now open for the summer.
Public
Works Director John Pappas reported that 39 of the 48 repair projects that the
Public Works Department was responsible for had been completed; one of the 9
uncompleted repair projects is the Jacksonville Beach Pier. A consultant had been procured to assess the
repair status of the pier.
Daryl
Joseph, Director, Parks, Recreation and Community Services Department, provided
an update on the parks. The major damage
to the parks that the hurricane caused was the number of trees that were felled
and fence damage. All parks are now
open. Mr. Joseph explained that a number
of dock facilities are still in need of repair, notably County Dock in
Mandarin.
Tom
Goldsbury, Chief of Building Inspection, fielded questions on the Jacksonville
Beach Pier. Mr. Goldsbury had been the manager for pier work. He explained that the City is trying to
assess the damage to the pier’s structure and what is needed to repair or
replace the damaged portion of the pier caused by the hurricane.
A
lengthy discussion ensued on the total damage estimates that the Emergency
Preparedness
Division had prepared. There were
particular questions on how the figure of $49,939,060.05 for the total damage
estimate was reached and to what extent reimbursement from the federal
government is likely.
There
being no further business, the meeting was adjourned at 2:58 P.M.
