Summary Fact Sheet APPROVE 7-0 Council Member Lori Boyer requested that Assistant General
Counsel Paige Johnston suggest that the Office of General Counsel have more
clarity when drafting legislation that pertains to accounts of funding for
projects being closed and transferred to other, ongoing projects. Tom Fallin, Chief, Engineering Construction Management,
explained a list of Duval County Bridges that he had distributed that gave
the status of construction and repair work and how the projects were
prioritized. The first 12 bridges
cited were characterized as structurally deficient by the Florida Department
of Transportation and had to be either replaced with a newly constructed
bridge or repaired. Mr. Fallin fielded
numerous questions on the status of various bridges on the list of 182. |

Summary Fact Sheet EMERGENCY –
AMEND/APPROVE 7-0 Amend – Correct
explanation for emergency. Assistant General Counsel Lawsikia Hodges explained that
recently enacted legislation by the Florida Legislature requires
local jurisdictions to allow
wireless communications devices to be placed in the right of way to make
local regulations consistent with state law.
Ms. Hodges further explained that the moratorium that the City Council
previously enacted would provide the City with the time needed to craft
legislation that would enable City regulations to comply with State law. At the close of the agenda items, the Committee heard a
brief presentation on State of Florida Road projects and the status of
Wonderwood Expressway repairs. The presenter was James M. Knight, PE, FDOT
Urban Planning and Modal Administrator. Mr. Knight provided the Committee with an overview of the
FDOT’s maintenance process. He
explained the types of projects that are considered routine maintenance
versus major maintenance projects. The
former was contracted out on a regular basis and included such projects as
mowing grass. The latter consisted of
work such as bridge repairs and re-surfacing roads. Mr. Knight explained the process of programming major
maintenance projects into the FDOT five-year work program. IN updating the Committee on the Wonderwood drainage
repair project, Mr. Knight explained that Phase 1, from Buck Business Park to
Gately, was completed in early 2016.
Phase 2 from Wompi to Gately was let in June 2017. There were no bidders and so the project
will be re-let in February 2018. Phase
3 is not currently funded but, according to Mr. Knight, the project is being
gamed for fiscal year 2022-2023. Phase 3 is from Gately to Girvin Road and
focuses on drainage repairs that include resurfacing from Wompi to
Gately. The total costs for all of the
projcts is about $34,000,000.00 Mr. Knight fielded numerous questions. He was asked to provide the Committee with
a list of planned resurfacing projects, information on the status of State
Street/Union Street resurfacing and the status of flooding concerns on
Heckscher Drive. The status of the repair work for the Jacksonville Beach
pier was briefly discussed. Council Member Tommy Hazouri feels that theTEU Committee
needs reports, preferably quarterly, on the status of the proposed dredging
project and its impact on the environment and the project’s cost. Council Member Aaron Bowman responded that
the U.S. Army Corps of Engineers released a report on the environmental
impact of the proposed dredging project, a report that was reviewed and
vetted at public hearings. There being no further business, the meeting was adjourned
