There was a lengthy discussion on this item.

 

Mr. & Mrs. Charles Dixon, owners of the property that abuts 5025 Dixie Landing Drive, addressed the Committee (and distributed the text of their remarks) and requested that the Committee reject the settlement ordinance.  They argued that the parcel is a component of a family owned compound and they would not like anyone else having access to it.

 

The property at issue is land-locked and road frontage is the concern.

 

Assistant General Counsel Paige Johnston explained the property issue.  She explained that when the bank, Fannie Mae, went to LUZ to seek a waiver on the road frontage issue  that would enable the bank to put the foreclosed property on the market, LUZ denied the request.  The denial triggered the bank’s inoking a procedure in Section 70.51, F.S. that required the issue to be considered by a Special Magistrate. Attorney Reese Henderson, representing Fannie Mae, explained the bank’s position.

 

Numerous questions were fielded by Ms. Johnston and an extensive discussion ensued.  Council Vice President Crescimbeni repeatedly questioned why this matter was before the City Council.  To him, it seemed to be a matter of contention between the Dixons and the bank.

 

Council Member Reggie Gaffney asked that the item be deferred a cycle to provide the Committee with an opportunity to better understand the issue in the dispute.  The Chair concurred and deferred the item.

Wanda Forrest of the North Florida Transportation Planning Organization (TPO) staff, made a presentation on TPO’s Transportation Improvement Program (TIP) for Fiscal Year 2017/18 – 2021/22.  She said that the TIP list is developed every five years; that public meetings are scheduled; and an approval date, by TPO’s board, is met.  While Ms. Forrest distributed the complete list of all of the projects, her presentation focused on key Jacksonville projects.  Jacksonville project highlighted include: I-10, adding lanes and construction; I-295 Collins Road; I-95 Airport Road; I-95 – J. Turner Butler to Atlantic Boulevard; J. Turner Butler at San Pablo Road; I-96 & Baymeadows Road; widening the Jacksonville National Cemetery Road; Big Talbot and Little Talbot Road improvements; Jacksonville North Rail Corridor.

 

Council Member Reggie Gaffney and Reggie Brown requested that Ms. Forrest have TPO consider specific road projects in their respective Council Districts.
