As Substituted:

  • No building permits will be issued for development of the property until the City receives a bond ensuring construction of the roadway
  • The City will assign a current 50’ wide drainage easement and will assume responsibility for operations, maintenance, and repairs of entire 70’ drainage system related to Costco development
  • Authorizes execution of Master Agreement between City of Jacksonville, Harmony Farms, and FDOT outlining responsibilities of each party
  • Clarifies that the applicant will pay for any costs to relocate utilities

 

 

Council Member Jim Love remarked that he has been working on the Costco project for four years and has always been excited about the prospects.  He sees the economic benefits in jobs created and the contributions to the City’s tax base.

 

Attorney Steve Diebenow reviewed the Parramore Road project from the outset.  Currently, the developer is addressing a large drainage  ditch relocation issue.  John Pappas addressed the issue of the drainage ditch.

 

Assistant General Counsel Sandra Stockwell explained the performance bond component of the project.  Council Member Greg Anderson had raised a question about the performance bond.

 

John Pappas, Director, the Department of Public Works, addressed the issue the ditch drainage and fielded questions from Council Member Reggie Brown on the ditch and retention ponds.  Mr. Brown was particularly concerned about what parties had the responsibility for the maintenance and upkeep of retention ponds.

Council President Lori Boyer voiced concern about the independent authorities’ taking properties of the tax rolls with the resulting loss of City revenues.   The Mayport property that JPA had hoped to develop as a cruise ship terminal has been idle for years with no development plans.  JEA had acquired property on Atlantic  Boulevard that has been idle for years. 

 

David Kaufman, Senior Director, Planning & Commercial Development, JaxPort, explained that JaxPort needs to expand its Tallyrand properties in light of Crowley’s anticipated expanded development near JaxPort’s property.  He further explained that there were no homes or businesses to speak of that are currently on any of the streets.

 

Joe Namey, Real Estate Division, Department of Public Works, explained that no government entity had any objections to the rights-of-way closures.
