Attendance:   Council Members Al Ferraro (Chair),  Reggie Gaffney; Assistant General Counsel Paige Johnston; Kim Taylor, Council Auditor’s Office; Jordan Elsbury, Mayor’s Office; Jessica Matthews, Samantha Lane, Legislative Assistants; John J. Jackson, Council Research Assistant.


The Chair, Council Member Al Ferraro, called the agenda meeting to order at 1:30 P.M.


The Chair requested that Kim Taylor review the marked agenda that the Council Auditor’s Office had prepared.  Mrs. Taylor announced that there were four (4) items ready for action, six (6) items being deferred,   eight (8) items being seconded and re-referred and there was one (1) item with an emergency passage request.


The Chair announced that though Item #4, ORD 2017-88, Closing & Abandoning &/or Disclaiming R/W of Parramore Rd…in Accordance with Dev Agreemt apved by 2014-118-E, at Request of Harmony Farms of Jacksonville, LLC…, Attorney Steve Diebenow, agent for the applicant, had requested an opportunity to explain changes in the development agreement.


The Chair announced that Item #6, RESO-Q 2017-163, re Appeal by William Bransford of a Decision of the 911 Emerg Addressing Adv Comm to Re-Assign an Out of Sequence Address Number…, was an Appeal Hearing and that Assistant General Counsel Paige Johnston would have handouts at the Committee meeting that explains the Appeal Hearing process.


The Chair announced that the topic of the Special Meeting would be the Electric Generation Plant and the St. Johns River Park Decommissioning.


There being no further business, the agenda meeting was adjourned at 1:34 P.M.
