re-referred. He explained that he had
put some questions to the railroad and had not received any answers. Council Member Reggie Brown, the measure’s
sponsor, stressed the importance of acting on the item as an emergency at
today’s meeting. Mr. Brown asked
Babette Ashley, agent for Norfolk Southern to address questions that the
Chair had. Ms. Ashley explained that
she had tried to get back to the Chair and his aide. Council Member Brown indicated that he was
prepared to appeal the Chair’s decision to have the item seconded and
re-referred but relented when an understanding was reached on answering the
Chair’s questions. Ms. Ashley explained the significance of the project for
Norfolk Southern in improving access to its Simpson intermodal Yard. Mr. Brown rescinded his appeal and the
Chair rescinded his deferral. Assistant General Counsel Lawsikia
Hodges explained the amended draft legislation with language regarding a
stipulation that Norfolk Southern installing cul-de-sacs on North Edgewood by
December 31, 2017. Assistant General
Counsel Paige Johnston and Kim Taylor, Council Auditor’s Office suggested that the Committee recommend
approval of the ordinance as an emergency without the amendment so as to
provide the Auditors an opportunity to review the amended agreement between
the City and Georgia Southern and Florida Railway Company. Ms. Ashley had explained that Georgia
Southern and Florida Railway are wholly owned subsidies of Norfolk Southern. |
