The committee agreed to defer the bill in the absence of the sponsor for further discussion at a future meeting (first meeting in October). Council Member Gulliford felt that the tree funds are accumulating too much of a balance that needs to be put to use more promptly. Council Member Boyer said that she and other council members have requests in for use of those funds but there is a back-up in Public Works in the design and contracting area.

Council Member Boyer explained the need to increase the TDC’s administrative capacity because of the substantial increase in the amount of bed tax revenue being collected and expended and the level of oversight entailed in the new operating contracts with Visit Jacksonville. This bill authorizes the filling of both a TDC Executive Director and a TDC Administrator (currently the Code allows one or the other). Job descriptions have been revised and salary ranges set. She noted that only 3 of the 8 elements of the adopted Tourist Development Plan are contracted out to Visit Jax – the remaining 5 are the responsibility of the TDC and its staff. These positions will also relieve a substantial amount of work from the Council Auditor’s Office, Finance Department and Office of General Counsel that they perform on the TDC’s behalf.

 

Chairman Anderson felt that the appointment of the TDC staff should require City Council approval (as the Inspector General and Ethics Officer positions do) and suggested the possibility of a time limit on the appointment rather than an unlimited tenure.

Jason Teal of the General Counsel’s Office gave an overview of the settlement agreement and remediation plans for the contaminated site in what is now Confederate Park (see related ordinances 2018-542 and 2018-556). The three bills in concert will approve the cleanup plan and the City’s use or sale of brownfield cleanup tax credits. There is still a lawsuit pending in federal court about the status of a Colorado company as a potentially responsible partner for the site and cleanup. Council Member Carter explained the history of the operation of the Equestrian Center by the Northeast Florida Equestrian Society and the need for changes to the operating agreement after several years of experience. In response to a question from Council Member Boyer about a definitive list of “public buildings”, Budget Officer Angela Moyer explained that the Equestrian Center is a public building for the purposes of using emergency repair funds, but the use of that emergency fund requires approval of the Chief Financial Officer. At the invitation of Council Member Gulliford, Council Member Carter talked about the progress being made at the Center and the prospects for growth in future activities. A covered show arena is under construction that will allow 2 shows to be held at the venue simultaneously. He suggested that a General Fund subsidy will be advisable in the future to support activities at the Center as other City venues (Baseball Grounds, TIAA Bank Field) are supported and advocated for construction of additional sporting complexes (baseball, softball, indoor arena) in the area of the Equestrian Center to host large-scale youth sports tournaments that have the potential for huge economic impact.
