#814- Quarterly Summary for the Nine
Months Ended June 30, 2018
Mr. Billy reviewed the revenue and
expense trends through the first three quarters of the fiscal year. There are projected
year-end favorable variances of $1.57 million in ad valorem taxes and $1.52
million in utility service taxes, and unfavorable variances of $2.09 million in
state shared revenues and $842,978 in communications services tax. The overall
revenue variation is $1.22 million to the positive. The notable expenditure
variances are positive $1.43 million in Fire and Rescue and $7.3 million in the
Sheriff’s Office and negative $2.34 million in Jacksonville City wide
Activities, leaving an overall positive projected positive expense variance of
$10.8 million. In response to a question from Council Member Love, Mr. Billy
described the reasons for the positive variance in the Sheriff’s Office budget.
Tourist
Development Council – bed tax auditing authority
Council Member Boyer noted that the
Tourist Development Council has adopted a resolution supporting the Finance
Committee’s recommendation that the Council Auditor be granted the authority,
in addition to the Finance and Administration Department, to audit hotels and
other transient accommodation providers for appropriate payment of tourism and
convention development “bed taxes.” Council President Bowman will introduce an
ordinance to make that amendment to the Ordinance Code.

the TEU Committee yesterday about the need for an Ordinance Code amendment
relating to Class 3 waste, which doesn’t have anything to do with these two
bills. Council Member Crescimbeni will be sponsoring the legislation to make
the amendment to address the recent availability of a new landfill on Otis
Road. Council Member Boyer questioned whether the language of the CON
addresses construction and demolition debris as a form of non-residential
solid waste. Mr. Hudson said that the “non-residential” term was meant to
exclude the City’s 2 franchised residential solid waste haulers. Ms. Boyer
asked for additional clarity on the definition of C&D waste and how it is

Chairman Anderson
said that he wanted the Finance Committee to go very carefully through the
Capital Improvement Program over the next few weeks before the CIP is adopted
along with the budget. In preparation for that consideration, he wants to
discuss the various projects related to the McCoy’s Creek overall restoration
plan. Council Member Boyer distributed and discussed a document outlining the
various parts of the McCoy’s Creek plan, including emergency preparedness
aspects, drainage system rehabilitation, recreational improvements, and ash
site remediation. She noted that in many instances these projects have existed
and been funded under other names (countywide drainage, ash site remediation,
etc.) and now are just being identified as McCoy’s Creek-specific projects. The
city administration has put considerable effort into phasing and timing so that
the projects will fit together seamlessly and logically.
