Meeting Convened:
9:00 a.m.
Chairman Anderson called the meeting to order and reviewed
the Auditor’s marked agenda which included 8 items marked for deferral, 12
items ready for action and 8 items for second reading and re-referral.
2017-632 – Council Member Gulliford announced that the Solid
Waste Special Committee will meet later this week and should have a
recommendation on this bill for the next meeting.
2018-76 – Chairman Anderson asked Council Member Gaffney to
coordinate with Council Members Dennis and Newby to make a presentation on this
bill to the committee
2018-364 – Chairman Anderson said that he has been reviewing
the very lengthy document and has several questions about individual projects;
he may recommend that the bill be deferred today.
2018-369 – the bill was deferred in the TEU Committee
yesterday; Council Member Gaffney indicated his willingness to defer in Finance
as well.
The Chairman announced that the Council Auditor would be
reporting on two recently released audits at the beginning of the meeting. At
the end of the meeting he will review the budget hearing schedule, and Mr.
Anderson said that he looked forward to having the participation of the
previous Finance Committee chairs and Council Presidents on the committee.
Mr. Anderson also said that he invites the committee to have
wide-ranging discussion of issues in the committee so as not to do committee
work on the Council floor. He said that he will allow public comment at the end
of committee meetings (on subjects germane to the work of the committee), with
the amount of time afforded to speakers possibly varying according to the
number of speakers who wish to be heard. Council Member Gulliford suggested
that public comment at the end of the meeting may not allow speakers the
opportunity to influence the debate on bills completed earlier in the meeting.
