Chairman Dennis thanked the Council President for her effort to ensure diversity on the Finance Committee and distributed small gifts to the committee members in thanks for their good work during the year.

 

Council Auditor Kyle Billy reviewed Report #739A – Recreation and Community Programming Division Revenue Audit Follow-up. The initial audit identified 31 issues, all of which have been resolved. The audit is closed and no further follow-up is needed.

Stephanie Burch, Director of the Neighborhoods Department, explained that this transfer needs to be processed through the Mayor’s Budget Review Committee and the end result will be accomplished through a different mechanism than originally proposed. Chairman Dennis said that the tenant of the building owned by the City should not be evicted and will enter into a lease for her tenancy. Ms. Burch said that the lease is being developed by the Office of General Counsel but has not been reviewed by MBRC.

 

The bill was tabled to let the administration confer.

 

Taken up again at the end of the meeting, Ms. Burch said that she could not confer with other MBRC members about this bill outside of a noticed meeting so asked for the bill to be deferred until MBRC had discussed it next Monday. She had no plans to take any action to evict the tenant from the City-owned house.

Director Tony Davis of the Sheriff’s Office explained that Ford Motor Company is abandoning the production of sedans except for the Mustang and Focus, which will not work as police vehicles. The department is going to purchase all SUVs in the future. CFO Mike Weinstein said that the JSO has begun transitioning to SUVs already and would cycle completely out of sedans in 5-6 years. Budget Officer Angela Moyer said that the fuel mileage difference between the two types of vehicles is negligible. In response to a question from Council Member Morgan, Director Davis said that other makes of sedans had been considered and found not to be size-suitable or reliable in the long run. Chairman Dennis expressed regret that this bill, as important as it is to public safety, will prevent 2018-297 from being funded and urged identification of funding to fight blight in the city.

Chairman Dennis asked to be added as a co-sponsor. In response to a request from Council Member Morgan, Jordan Elsbury reported that the City has numerous blight-related strategies in different departments and divisions and he will compile a comprehensive list of those efforts. Council Member Boyer said that $500,000 remains in the Council Contingency for PAL, some of which will be appropriated by a bill currently in development to purchase several replacement vans for PAL; the remaining funds could be reallocated for blight reduction purposes.

Council President-Designate Bowman explained that he will be in England for a major aircraft industry show the week the budget is due to be delivered and asked for this change so that he could attend the first Council meeting of his Presidency.

 

Peggy Sidman reported that the July 15th budget address deadline has been waived 3 previous times. The latest previous date for a budget address was July 20th.

 

Council Member Boyer clarified that the standing committee meetings for the third week of July are not being pushed back a week, but the only a special Finance Committee meeting is being held following the budget address.

 

Council Auditor Kyle Billy said that he would prefer that budget hearings be moved back one week to allow the same amount of preparation time as in previous years and asked that the deadline for filing the substituted budget bill be moved from the Friday of the first week of September to the following Monday. Ms. Sidman noted that that Monday is Labor Day so committee meetings will be moved back one day.

 

Council Member Boyer urged the administration and Council Auditor’s office to continue the dialogue on the scheduling of budget hearings to keep the scheduling as typical as possible.
