Hemming Park Status Update – Bill
Prescott
Mr. Prescott, CEO of Friends of Hemming Park, reported on
the status of improvements and activities in the park over the past year. He
reviewed the updated trespass rules and definition of the boundaries of Hemming
Park and their impact on improved operations. The park is more welcoming and
feels safer because of those improvements and the number of calls to the
Sheriff’s Office has declined substantially. A full-time social worker has
provided invaluable assistance to park patrons with social service connections,
employment counseling and the like. The hiring of a full-time programming and
events coordinator has improved the number and quality of the offerings.
Committee members congratulated Mr. Prescott on the improvements in the look
and feel of the park. In response to a question from Council Member Becton
about finances, Mr. Prescott said that his organization gets $40,000 per month
from the City for basic operational expenses. The organization generates
revenue from the food trucks, private sponsorships, and from hosting paid
events and activities. He discussed the areas where private sponsorships could
be used (i.e. flower plantings, music festivals, movie nights, etc.). Council
Member R. Brown suggested that a monthly concert series be initiated with City
support.
Council Auditor’s Office Peer Review Report
Council Auditor Kyle Billy distributed and discussed the
office’s tri-annual peer review by the Association of Local Government
Auditors. The report found that the Auditor’s Office’s internal quality control
system is suitably designed and operating effectively to provide reasonable
assurance of compliance with Government Auditing Standards, the highest ranking
available.
Alison Hewett of the Duval County Health Department provided
demographic and economic information on Census tracts for areas on the
Northside that have grocery stores versus areas that do not have grocery stores
(or where stores are going to be closing shortly) pursuant to a request at the
last committee meeting. She reported that data on Electronic Benefit Transfer
card (“food stamp”) transactions for those areas has been requested but not yet
received.
Joanne Kazmierski with the Boys and Girls Clubs of Northeast
Florida described the club’s Ready 4 Veggies “farm to community” bus, which will
provide fresh fruits and vegetables to children and families in low-income
areas struggling with fresh food access. Boys and Girls Club teens will be
trained to help operate the mobile fruit and vegetable stand as a form of
entrepreneurship education. The bus will circulate among 5 Boys and Girls Club
sites on weekday afternoons from 3 to 6 p.m. Recipe cards and cooking
instruction classes are being contemplated to teach proper food preparation and
nutrition. Council Member Becton suggested that a large part of the food desert
problem is lack of transportation on the part of citizens, whether there are
grocery stores available in a general area or not. Council Member Schellenberg
suggested a door-to-door food delivery route rather than a single retail sales
outlet.

concerned about potential liability on the City’s part if the project fails
to meet the timeline for the mortgage forgiveness. CAO Sam Mousa explained
the background of the applicant’s interest in acquiring the property and his
involvement in bringing the project to the point of legislation. Council
Member Becton suggested the insertion of a “failsafe” mechanism to cancel the
transaction if the appropriate land use, zoning and building permissions
aren’t granted in a timely manner and a requirement that applications be

Baptist Church applied for and was
awarded a Public Service Grant (PSG) totaling $58,724 in the FY 2006/07 with Apel
Health Services Center, Inc. listed as the program name. ·
The PSG agreement was
executed between the City and “Apel Health Services Center, Inc.” and
payments were made to Apel totaling $58,724. ·
A second contract was
executed between the City and Apel Health Services Center, Inc. for a
faith-based grant in the amount of $10,000. ·
No audit was received
from either Abyssinia Missionary Baptist Church or Apel Health Ministries for
the two grants mentioned above. ·
Abyssinia Missionary
Baptist Church was placed on the non-compliance list because that was the
organization listed as the PSG recipient in the Budget Ordinance. ·
Federal 990 Forms for
Apel Health Services Center, Inc. show no revenue being received from the
City of Jacksonville or any other sources for years 2006 and 2007. Deputy General Counsel Lawsikia Hodges explained the
background of the non-compliance issue with the church and Apel Health
Services Center, which resulted from the City contracting with an entity
different from the entity that applied for the public service grant in 2006.
This bill would remove the church from the non-compliance list and substitute
the actual grant recipient, then would forgive the actual recipient for its
non-compliance. Council Member K. Brown said that the City no longer has
original receipts submitted by the agency more than 10 years ago that would
verify their financial history. Council Member Boyer said that her research
shows that Abyssinia Missionary Baptist Church and Apel Health Services
Center had the same address and corporate officers in 2006 and 2007 and she
is troubled by the fact that Apel’s tax return does not show that it received
City grant funds in 2006-07. Ken Stokes, Executive Director of Apel Health Services,
explained that Apel used to be a ministry of Abyssinia Missionary Baptist
Church at the time of the 2006 grant and later became an independent agency.
He said that the agency received its grant funding on a reimbursement basis
so the documentation was approved by the City at the time, and could not
account for the failure of the City to have a record of the audit. Council
Member Schellenberg asked the Council Auditor to research record destruction
policies and what documentation might still exist. Council Member R. Brown
said that he would hold a noticed meeting to explore the creation of a formal
process to deal with agencies on the Auditor’s grant non-compliance list. Council
Member Gaffney asked to be added to the bill as a co-sponsor. DEFER |

Substitute/Approve Council Member Gulliford said that he would be introducing
legislation to create a fund to accept donations to support this program and
invited co-sponsors. Dr. Raymond Pomme updated the committee on the
statistics from the pilot project that began in November 2017 and is due to
expire at the end of May 2018. The program was offered to 77 overdose victims
- 5 died before they could be enrolled; 13 refused to participate; 46 are actively
engaged; 13 no longer engaged. There have been no deaths among participants, and
only 2 repeat overdoses. Problems; 1) fentanyl-laced cocaine, 2) less potent
fentanyl reduces deaths, but keeps users addicted. JFRD Chief David Castleman
said that he has been providing data to the NCSPHS Committee and will be
happy to provide it to all council members. In response to a question from
Chairman Dennis, Dr. Pomme explained his methodology for projecting that
African-American deaths may increase because of the increase in
fentanyl-laced cocaine which has recently appeared in urine test results and
seems to be growing. Council Member R. Brown advocated for developing
programs to identify issues and focus on prevention rather than dealing with
