Report #763A Follow-up Report on the
Audit of JTA Payroll
Mr.
Billy reported that the original audit was lengthy and identified 24 issues and
opportunities for improvement. All but 4 items have been resolved and those 4
are under discussion with the authority’s payroll software vendor and are in
the process of resolution. The JTA has been very cooperative and is making good
progress toward completion. Council Member Boyer suggested that given JTA’s
cooperation and prompt response, the agency should be officially commended.
Motion (R. Brown): the
Finance Committee commends the JTA for its cooperation in the audit process and
for its good progress toward resolving all remaining issues – approved 6-0

Creates
a 90 day amnesty period during which the City may eliminate Municipal Code
Enforcement Board/Special Magistrate penalties and/or liens in existence at
least 6 months prior to the commencement of the program ·
Underlying
violation must either be corrected, or property owner can enter into an
agreement to have the violation corrected ·
Also
allows for the interest on contractor correction liens to be waived when the
underlying principal lien amount is paid in full. Council Members R. Brown, K. Brown
and Gaffney asked to be added as co-sponsors. Assistant Council Auditor Kim
Taylor explained the purpose of the bill and the types of liens and interest
that could be abated or forgiven under different circumstances. Council
Member Becton said that the lien issue also interacts with tax deed issues,
which makes both more complicated. Jason Teal of the General Counsel’s Office
addressed the relationship of the two types of liens and the City’s existing
programs for lien relief. Tax certificates are issued pursuant to state law,
so the City has little ability to influence that process. Council Member
Becton urged research for a solution to the problem of properties being
“underwater” with accrued liens and interest exceeding the value of the
property. Motion
(Schellenberg): amend to extend eligibility to property owners who would
become eligible (reaching the 6 month lien existence mark) at any
time during the 90 day application window; add $5,000 to the appropriation
for mailing costs – approved Motion

Summary NCSPHS: Amend/app John Pappas, Public Works Director,
reported that the City operates and maintains over 600 public buildings and
said that details about numbers, placement and cost of signage remain to be
worked out if the bill passes. Council Member Schellenberg questioned whether
there had ever been any instances of physical violence in City buildings or
facilities and whether there was a need for this program. He believes it
infringes on the right of parents to appropriately discipline their children.
Council Member Boyer pointed out that the bill is a resolution, not an
ordinance, calls for the creation of an appropriate policy, and does not
appropriate any funding. She suggested the need to amend the resolution to leave
out the word “all” with regard to facilities and expect that the policy will
state that it is not intended to apply to sporting events where physical
contact is a part of the game. Jessica Winberry,
Wolfson Children’s Hospital, said that her hospital
and other related institutions implemented the Hit Free Zone recently and have provided in-person and online training for their
employees on de-escalating potentially violent situations and promoting
peaceful solutions to conflicts. Their costs for signage have been minimal. Motion
(Boyer): amend the bill to delete “all” in 2 places referencing “buildings
and facilities” – approve 6-1
(Schellenberg opposed) Council Member Becton raised concerns
about how personal judgement and individual
standards will be addressed and whether situations could escalate to the
point where the Sheriff’s Office would be called and potentially make a
problematic family situation worse. He believes that the City, unlike a
private facility such as Wolfson Children’s
Hospital, must accommodate all members of the public regardless of their
personal beliefs and this policy could be very problematic. Council Member
Gaffney echoed the concern that the policy could lead to police involvement
depending on the personal standards of the employees involved who witness an
event. Council Member Reggie Brown encouraged that the policy be aspirational
and refer to “supporting” and “encouraging”
desirable behavior rather than imposing hard and fast rules. AMEND/APPROVE

the arena and baseball stadium. In response to a question from Chairman
Dennis, CAO Sam Mousa distributed to the committee
a report on the number, percentage and dollar amounts of contracts awarded to
Jacksonville Small and Emerging Businesses (JSEBs) for work performed at the
Sports Complex. 52% of JSEB-eligible contracts were awarded to JSEB
companies, exceeding the 25% goal. In response to a question from Council
Member Katrina Brown about whether or when SMG holds events to recruit JSEB
contractors, Mr. Mousa said that the City holds

Member Boyer encouraged the PSG Council and the City Council to take the priority-setting
process seriously and address changing community needs from year to year as
conditions change. Council Member Reggie Brown said that the City has never
really made an effort to develop a complete inventory of all the City’s needs
and an estimate of what resolution of all the problems would cost. He urged a
greater investment in City grant writing to attract state and federal
funding. Council Member Boyer suggested that priorities be more sharply
focused and deal with issues that the level of PSG funding can tackle, not
just a little additional funding to supplement a response to a massive issue.
Laura Dietrich, Chair of the Public Service Grant Council, said that the
Council has gotten organized and focused in the last year and a half and is
working much more efficiently in the past. She agreed that the City’s grant
office is understaffed and needs more staff and resources to go after
available funding. In response to a question, Grants Administrator Damian
Cook said that there are some new agencies applying for funding each year,
but much of the funding goes to the same agencies every year. APPROVE 7-0 |
