PFPF Annual Actuarial Valuation Report
Presentation – Tim Johnson
Mr.
Johnson, Executive Director of the Police and Fire Pension Fund, gave an
overview of the fund’s actuarial valuation for the fund as of October 1, 2017.
The accrued liability of the fund was $3.69 billion and the market value of the
assets was $1.76 billion (compared to $$3.52B and $1.51B the previous year).
The present value of the pension liability surtax increased from $761.3 million
to $$810.5 million. Because of the good
performance of the stock markets in 2017, the City’s employer contribution
amount for 2018 will decrease by about $10 million, despite an increase in the required
contribution due to a change in the calculation method of DROP account
balances. Mr. Johnson noted that the PFPF is still only funded at 47% and
current assets are insufficient to pay current accrued liabilities. He
requested the Finance Committee to consider using half of the $10 million
employer contribution savings as an additional contribution to the plan above
the required minimum in the FY18-19 budget (currently estimated at $130.5
million). Council Member Schellenberg suggested using the entire $10 million as
an additional contribution to the fund. In response to a question from Council
Member Anderson, Mr. Johnson said that Jacksonville’s PFPF investment returns
for 2017 were in the top 25% of comparable funds nationally. In response to a
question, Deputy General Counsel Peggy Sidman described several mechanisms for
communicating the committee’s desire with regard to allocating the full $10
million as an additional contribution to the City administration for their
budget preparation purposes. Chief Administrative Officer Sam Mousa said that
the administration will take the committee’s recommendation into consideration,
but recommended that as a matter of policy the City should adhere to the
recommendations of the annual actuarial report when making the contribution so
as not to set a precedent of deviating from the actuary’s recommendation.

Auditor Kyle Billy to Discuss Recently Released Reports:
#751A: Fire and Rescue
Department – Ambulance Billing and Inventory Audit Follow-up
Mr. Billy said there were 16 items
identified in the original audit and 11 have been cleared, leaving 5 for
additional follow-up. Additional reporting steps were recommended, as well as
removal of excess computer rights and additional unannounced spot-checks of
inventory.

Quarterly Summary Report for the Period Ending 12/31/17
The
report shows a miniscule favorable General Fund/General Services District
revenue variance as of the end of the first quarter of $176,526 on total projected
revenues of $1.148 billion. The expenditure side of the report shows a
favorable variance of $6,376,853 at quarter-end, largely from the Sheriff’s
Office and Fire and Rescue Departments, offset by a $2.9 million negative
variance in Citywide Activities (largely due to the salary lapse).
Mr.
Billy gave a status report on hurricane expenses from 2016 and 2017. For
Hurricane Matthew in 2016, emergency work expenses (employee overtime, debris
removal) were $28 million and post-storm repair costs were $17 million. For
Hurricane Irma in 2017, emergency work expenses (employee overtime, debris
removal) were $56.7 million and post-storm repair costs were $29.5 million. In response to a question from Council Member
Boyer about the delay in getting FEMA reimbursement for hurricane expenses, Sam
Mousa reported that the City has received $3.6 million in reimbursements from
the state to date. The state changed the contractor processing the
reimbursement paperwork and much data had to be resubmitted. He is actively
pursuing the reimbursement process with the state’s Director of Emergency
Management and through the City’s Tallahassee lobbyists.
The
City has hired a consulting company (E&Y) that is a specialist in
processing FEMA reimbursement requests and is helping to develop the required
project worksheets. Their costs are being factored into the City’s cost figures
for each category of reimbursable expenses. Mr. Mousa agreed to send all City
Council members copies of his weekly hurricane expenses report and to have the
administration make regular reports to the Finance Committee on the hurricane reimbursement
process.

R. Brown while the City continues to attempt to negotiate with the plaintiff
over additional changes desired by Council Member R. Brown. Council Member
Hazouri questioned what additional discussion was intended to achieve. Jason
Teal of the Office of General Counsel said that Council Member K. Brown is
arranging a community meeting to discuss the issue and the OGC has been
unable to get any response from the plaintiff about their position on the proposed
amendments to the settlement offer. He also noted that the judge overseeing
the case is pressing for an end to the delays and for a resolution to take
place. After further discussion the committee
decided to rescind the deferral
and take action. In response to a question from Council Member Boyer, Mr.
Teal explained the additional enforcement mechanisms that the court
settlement would provide (the power of a federal judge to compel the plaintiff
to take agreed-upon actions) and explained some of the intricacies of the
legal issues involved. Council Members K. Brown and R. Brown advocated for
better communication between Code Enforcement and the Office of General
Counsel and the district council members over community issues and code

The City has appropriated a total of $2,566,375 for this project. The
maximum Federal contribution is $10.0 million which would result in a
corresponding increase in the City’s contribution. Council
Member Love advocated for passage of the bill. In response to a question from
Council Member R. Brown, Tom Fallin of the Public Works Department explained
how Big Fishweir Creek came to be approved by the Army Corps of Engineers for
federal participation versus other creeks in the city that are also heavily
silted and need restoration. In response to a question from Council Member
Boyer about the City’s future maintenance responsibilities and costs for this
creek, Mr. Mousa said that the City could stop the project in the design
phase and withdraw if it appears the maintenance costs may be substantial.
Ms. Boyer also said that the Waterways Commission felt that the adjoining,
benefiting property owners should bear some portion of the cost for future
maintenance via a special assessment district as other neighborhoods have
done to get their water bodies dredged. She also recommended that the City
look at investing in enhanced stormwater system protective measures to keep
silt, debris, leaves, etc. out of the stormwater system. Mr. Mousa clarified
that enhanced protective measures will stop leaves, trash and the like, but
will not prevent silt inflow. Council Member K. Brown requested assistance
with setting up a meeting with the Army Corps of Engineers to discuss the
possibility of getting additional water bodies approved for federal
participation. Five public
speakers spoke in favor of project approval and eight additional speaker
