Update on Roofing Permits from
Hurricane Irma
NOTE:
The next regular meeting will be held Tuesday, February 6, 2018.
Tom
Goldsbury, Chief of the Building Inspection Division, distributed statistics on
the number and amount of permits issued for roofing repairs and certain
electrical repairs since Hurricane Irma hit in September 2017. The total number
of roofing permits issued from September 11 through December 31, 2017 was 6,679
for which 124 hurricane-related permit refunds have been requested ($18,530).
Fourteen electrical repair permit refunds have been requested valued at $840.
In response to a question from Council Member Becton, Mr. Goldsbury recounted
that he had heard from roofing contractors that they were addressing repairs
due to Hurricane Matthew in 2016 well into the summer of 2017, so it’s very
possible that there are property owners who have not yet engaged a roofer and
pulled a permit for their Irma-related damages. He suggested that the deadline
be extended for an additional period to allow all eligible property owners to
hear about the refund program and make application. Council Member Katrina
Brown felt that the best way to reach applicable property owners was to send a
letter to the address for which each permit was pulled and for the
administration to help pay the cost of those mail-outs so that council members
don’t have to deplete their postage accounts to do mailings to their
constituents. Council Member Gaffney requested a list of all relevant roofing
and electrical permits issued in his district. Mr. Goldsbury said that he
needed clarity from the committee about any extension of the program and other
conditions before he could develop a new notification process and determine
potential costs.
Motion (Becton): the
Finance Committee will introduce legislation to extend the deadline for refunds
of roofing and electrical permits for Hurricane Irma damage to June 30, 2018
(with a refund application deadline of July 30) and to require that the City
send a letter to the owner of each property for which a permit was pulled
informing them of the availability of the refund; the bill will be filed for emergency
approval on introduction – approved
unanimously.
Council
Auditor Kyle Billy reviewed the findings of two recently released audits.
#804:
Audit of Indigent Care Agreement with Shands Jacksonville: the audit found that
Shands is generally operating in compliance with the indigent care contract,
although a few calculation errors were noted and there were some minor issues
with income verification and Medicaid eligibility determination. Shands agreed
to make all recommended changes/improvements as identified by the Council
Auditor. The City’s contribution to Shands for indigent care was $26.75
million; the cost of the indigent care provided by the hospital was $58
million. He reported that the City administration has indicated that it will
adopt the report’s recommendation that the contract oversight agency (the
City’s Finance and Administration Department) perform monthly reviews of a
sampling of bills submitted under the contract to ensure proper compliance.
#805:
Building Inspection Division Audit: the audit found that inspection fees
generally appeared to be properly assessed, collected and deposited, but there
were some issues with waivers of re-inspection fees, fee adjustments without
supporting documentation, failure to double permit fees for violators, and incomplete
or inconsistent escrow account applications. Excess computer access rights was
identified (as is found in many audits), and there were issues with security of
and accounting for citation books. In response to a question from Council
Member Katrina Brown, Chief of Building Inspection Tom Goldsbury explained the
processes for inspections and the degree of latitude exercised by inspectors
with regard to cancelling inspections, approving partial inspections, and
charging re-inspection fees.

Summary NCSPHS: Amend/App Council Member Boyer stated that the
TDC had recommended this appropriation to benefit the most popular tourist
attraction in Jacksonville. In response to a question from Council Member
Becton, Assistant Council Auditor Kim Taylor reported that the balance in the
TDC Contingency Account after this appropriation would be $1,563,000. Council
Member Boyer stated that any expenditures from the
TDC Contingency and Development Accounts must be approved by Council. She
also briefly explained the allowable uses of the TDC funds. Tony Vecchio,
Executive Director of the Jacksonville Zoo and Gardens, reminded the
committee that the zoo is owned by the City and any privately-funded
improvements become the City’s property. He said the City’s annual operating
subsidy of $1 million now represents only 5% of the zoo’s $20 million
operating budget. AMEND/APPROVE

Summary Fact Sheet NCSPHS: Amend/App Council Member Boyer expressed
hesitancy to support the bill because of her concerns about pedestrian safety
associated with the proposed charter school and wondered if the City had any
leverage through the approval of the use of these bond funds to require or
incentivize the school’s developer to construct safety improvements at the
site. She wants to have the Planning Department examine a site plan for the
school and make any recommendations for needed safety improvements. She noted
that the Council is not required to approve the request for use of the funds
in Jacksonville and may wish to use that fact to negotiate concessions from
the school developer that the City cannot mandate otherwise. Council Member
Becton noted that state law regarding charter schools is very stringent and
prohibits local governments from imposing any conditions on charter schools
that are not applicable to public schools. A

Council Member Boyer, Office of Economic Development Director Kirk Wendland
explained the proposed amendment changing “capital” investment to “project”
investment, which has to do with application to financed improvements. Ms.
Boyer asked the General Counsel’s Office to confirm that that change in
language doesn’t have any impact on what investments qualify for coverage
under the City’s REV grant. Ms. Boyer also asked for clarification of how
this project impacts the City’s contract with Hillwood for development of
Cecil Commerce Center and whether the revenue sharing provision between Hillwood
and the City could act as a secondary incentive to Project Volt in the form
of a means to reduce the rental fee. Council Member Becton posed questions
about the project’s return on investment figures compared to other recent
projects. Council Member Becton talked about the expected spinoff effects
from supplier companies locating in the area to serve the company and the
positive impact on imports through the Port of Jacksonville. He said it is
the biggest manufacturing project the City has ever considered for
incentives, will be highly robotic and automated, and supports the growth of
solar energy in Florida and the Southeast. Council Member Katrina Brown urged
the company to hold hiring fairs in the minority community. Chairman Dennis asked
about local hiring versus existing company employees coming to town from
other locations. He also asked for clarification of how much JSEB
participation can be expected; the 5% figure is a goal, not a hard and fast
requirement. Ms. Brown urged the City to identify JSEB contractors who can
handle various types of commonly needed work (i.e. landscaping, concrete,
painting, etc.). NOTE:
The State has allowed a wage
requirement waiver for the Project. The waiver has reduced the annual average
wage requirement from 115% to 100% AMEND/APPROVE
