Defer Chairman Schellenberg allowed public comment.
Mr. Paul Harden shared some concerns and suggestions for the legislation
which include enforcement classified as civil violations instead of criminal;
requiring JEA is governed like other vendors and receives a time limit to
respond; reducing the Director’s response time from 90 to 30 days; and
establishing a criteria that addresses compelling public interest for
providing broadband service. Mr. Jason Teal provided legal comment
regarding each suggestion. The civil violations and JEA time limit were
amendable. However, he provided several reasons the committee should oppose
shortening the Director’s days and adding an additional criteria. Chairman Schellenberg requested that all
