at the request of Council Member Dennis Council Member Hazouri asked Council
Member Dennis how long he intended for the bill to be continually deferred
rather than taking a definitive vote to approve or deny. Mr. Dennis said that
the delay relates to two differing opinions he’s received from the General
Counsel’s Office about how many votes it would take for the City Council to
amend the JEA’s charter; he is awaiting clarification of which is correct.
Mr. Dennis asked that OGC attorney Stephen Durden be present at the next
meeting to provide clarity for a decision. |

Council Member Morgan, Bryan Mosier of the Code Compliance Division described
the Zero Tolerance for Litter policy and his department’s resources and
employees for enforcement. The litter trust fund pays for 2 part-time
employees who work weekends to remove illegal signs and write citations;
other full-time division employees also do some sign enforcement. Other City
departments (Solid Waste, Mosquito Control, Sheriff’s Office) also have
trained employees contributing to the enforcement effort. Council Member
Morgan questioned whether the City is devoting enough resources to deal with
the magnitude of the problem in a very large city. APPROVE
