Ferraro detailed the issues with adult arcades in the community. He said that
this legislation will freeze the issuing of Certificates of Occupancy for
six-months in order to use that time to look for more community involvement
and to decide the best way to move forward with future adult arcades. By
freezing the Certificate of Occupancy, this gives the Council those six
months to look into best ways to handle new development and get the voices
from the community. CM
Hazouri stated his concern about equity in terms of treating the adult
arcades that already exist and any new ones that will come forward. Shannon
Eller from the Office of General Council gave an update with the process,
that the Moratorium would put a six month pause on new Certificates. This
gives the City Council time to bring forth proposals that would create criteria
for any new Certificates. Regarding the Seminole case, Ms. Eller stated that
what is being done within this legislation would be separate to what is going
on in that case. CM
Hazouri restated his concern about leaving the current adult arcades intact. Paige
Johnston from the Office of General Council highlighted court cases that are
making their way to the Florida Supreme Court and could possibly be decided
during this six month Moratorium. CM
Ferraro clarified that this legislation has nothing to do with current court
cases, but is just meant to allow members of the community to have a voice in
the process. |
