Amend/Approve CM Hazouri stated that this fund was as a result of
consolidation. Kirk Wendland from the Office of Economic Development talked
about background of the bill. This funding would go towards infrastructure
enhancements covering fencing, landscaping, irrigation, farming and the
creation of an indoor and outdoor farmer’s market pavilion. CM Morgan asked
about the carry over funds into next year, which Mr. Wendland stated the
importance of this is due to the steps in the process will have development
going into the next fiscal year. CM Hazouri asked how much money was left in
the trust fund, which Mr. Wendland stated that it is roughly $5.9 million and
after this appropriation there will be $4.4 million.

Starting April 1,
2019 the rental fee will increase to $240,000. The current FY 19 budgeted
rental fee is $122,319.40 ·
As proposed in this
bill 80% ($179,439), net of sales tax of the rental fee will stay within
sub-fund 4K1 (City Venues – City) and 20% ($44,860), net of sales
tax will go to sub-fund 4K3
(Capital Projects – City Venues Surcharge) to be used for capital ·
The rental fee will
increase by 3% each year instead of by a CPI Adjustment. ·
Starting April 1,
2019 the additional surcharge of $2.00 per Home Game attendee in excess
of 187,500 attendees will be capped at 220,000 Home Game attendees. The
City will receive a reduced additional surcharge of $1.00 for each Home
Game attendee in excess of 220,000, rather than $2.00. ·
Starting April 1,
2019 all Naming Rights revenue will go to Jacksonville Baseball, Inc. ·
The City has
released one of its two Luxury Suites back to Jacksonville Baseball, Inc.
which will eliminate the Other Ticket Surcharge – Club/Suite revenue. For
FY 19 that amount budgeted was $69,547; the City will only receive about
half of that revenue in FY 19 since this agreement is effective April 1,
2019 and then no revenue going forward ·
