Department of Health- Updates

 

Allison Hewitt, Department of Health, spoke about the new updated briefing book that was presented to the members of the NCSPHS Committee. There are three events upcoming that are outlined in the book. Ms. Hewitt gave a Zika update for the county and the surrounding counties. CM Hazouri asked about mosquito season, and Ms. Hewitt said currently this is peak levels for mosquitos. CM Hazouri highlighted the importance of immunization shots and Ms. Hewitt highlighted that an immunization center was opened in South Jacksonville to encourage getting these shots.

Amendment #2:

·         To qualify as a TDC Signature Event, an event must meet a minimum threshold of three (3) out of the five (5) below criteria as determined by the TDC:

 

o    Event has taken place in Jacksonville or Northeast Florida region and has been funded by the TDC for three (3) or more years.

o    Event has a history of attracting at least 2,500 room nights per night for the previous three (3) years.

o    Event has significant media coverage (outside 150 mile radius).

o    Event has significant marketing to a niche market that will draw visitors to the event.

o    Event has increased in market share by expanding the marketing reach to a national or international audience.

 

TDC may award Special Events Grants and Marketing Grants to TDC Signature Events based on an event meeting 3 out of the 5 criteria above.   Current examples of TDC Signature Events to be referenced in the definition include the following events:  Florida-Georgia Game, TaxSlayer Bowl, the Players, Jacksonville Jazz Festival and Sea & Sky Spectacular.

Ms. Hodges explained that this is a rewrite of the grant guidelines for the Tourist Development Council (TDC). Then she gave background regarding the legislation. This bill takes the Advisory Committee’s recommendations from a February 8th meeting which covered the feasibility of changing an application fee for the grants and amends certain sections of the Ordinance Code. There is a reference in the Ordinance Code for a new Marketing Grant for Equestrian Center.

Paige Johnston, Office of General Council, said that there has been one public records request and there had been one call of interest that occurred after the bidding process ended. Tracey Thorton, Coordinator at Renewed Community Initiatives, talked about illegal dumping issues in the city as well as loopholes that private companies work around in terms of parking, blight and dangerous conditions in public spaces. Ms. Thorton also said after travelling to many parks in Jacksonville there is no clear defined definition of what makes a park.
