Summary Amend/Approve
7-0 Tom Daly, Downtown Investment Authority, explained what
the bill does and reason for not having the $250,000 attached to the bill.
DIA will be administering the contract. All the property is not being used
that was provided. The tenants are looking to lease the portion they are not
using. This allows for there not to be a trigger where they would have to pay
back the $250,000 if they were to lease out the property. |

Summary Amendment #2: ·
To qualify as a TDC

for three (3) or more years. o
Event has a history of
attracting at least 2,500 room nights per night for the previous three (3)

award Special Events Grants and Marketing Grants to TDC Signature Events
based on an event meeting 3 out of the 5 criteria above. Current
examples of TDC Signature Events to be referenced in the definition include
the following events: Florida-Georgia Game, TaxSlayer Bowl, the
Players, Jacksonville Jazz Festival and Sea & Sky Spectacular. Amend/Approve
7-0 Ms. Hodges explained that this is a rewrite
of the grant guidelines for the Tourist Development Council (TDC). Then she
gave background regarding the legislation. This bill takes the Advisory
Committee’s recommendations from a February 8th meeting which
covered the feasibility of changing an application fee for the grants and
amends certain sections of the Ordinance Code. There is a reference in the
Ordinance Code for a new Marketing Grant for Equestrian Center. |

of Kindred Care LLC spoke about her business which is a minority owned
business out of Decatur, Georgia. The business works on bringing quality care
to underrepresented communities. This certificate will allow for Kindred Care
to step in when necessary and help bring care to needed areas of
Jacksonville. CM Hazouri asked if any groups can stop this process through a
challenge. Paige Johnston, Office of General Council, said that there has
been one public records request and there had been one call of interest that
occurred after the bidding process ended. CM Morgan asked how this additional
contract will be beneficial and Chief Wilson said this will be able to cover
special events through surge staffing. |
